The ASEAN Climate Leadership Programme

The Climate Smart Land Use in ASEAN (CSLU) project will launch the ASEAN Climate Leadership Programme (ACLP) in October 2020. The ACLP aims to enable participants to enhance their leadership skills while contributing to ASEAN policy processes and outcomes, to ensure these are better informed, more holistic, cooperative and inclusive and provide clearer benefits for the ASEAN Member States.

Managing complex issues as land use and ensuring food security in the context of climate change requires dedicated people with vision and the ability to facilitate change. These people act as leaders, be at formal or informal, who understand how different challenges and potential solutions are interlinked and who have the skills to motivate others and promote collaboration across sectors.

The ASEAN Climate Leadership Programme (ACLP), a new learning and exchange format, aims to strengthen these leadership personalities. Furthermore, the ACLP will explore the role of land management for food security and climate change. It is designed as a contribution to the work of the ASEAN Climate Resilience Network (ASEAN-CRN) and will aid the implementation of ASEAN strategies such as the Vision and Strategic Plan (SP) for ASEAN Cooperation in Food, Agriculture and Forestry (FAF) (2016-2025) and the ASEAN Strategic Plan on Environment (ASPEN) 2016-2025. The goal is to enable participants to enhance their contribution to ASEAN policy processes and outcomes, to ensure these are better informed, more holistic, cooperative and inclusive and provide clearer benefits for the ASEAN Member States.

The participants will be experts and decision makers working in the field of agriculture, forestry, land use planning, rural development or climate policy in the ASEAN context. The invitation to apply for the programme has been disseminated via different ASEAN working groups in August 2020. The programme will run from 1 October to 11 December 2020 and will consist of several virtual exchange formats, group work and individual reflection time.

The ACLP is being supported by the project Climate Smart Land Use (CSLU) in ASEAN with funding from the German Federal Ministry for Economic Cooperation and Development implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in close cooperation with the ASEAN Secretariat. It is jointly organised with the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA) and will be facilitated by experienced coaches specialised in leadership and change theory.

During the preparation phase of the ACLP, partner organisations have provided input and recommendations that have been incorporated in the programme design. The organizations were among others ASEAN Secretariat, the Ministry of Agriculture and Cooperatives of Thailand as Chair of ASEAN-CRN, the Food and Agriculture Organization of the United Nations (FAO), the Regional Community Forestry Training Center for Asia and the Pacific (RECOFTC), SEARCA and the Stockholm Environment Institute.
