One Step Closer Towards a More Sustainable Urban Transport in Indonesian Cities

The Government of Indonesian envisions a sustainable, effective, clean, safe and comfortable urban transport as stated in the National Medium Term Development Plan (RPJMN) 2020-2024 and the Ministry of Transportation’s (MoT) Strategic Plan 2020-2024. The Director General of Land Transport, Mr. Budi Setiyadi believes that the Indonesian Bus Rapid Transit Corridor Development Project (INDOBUS) is relevant to the vision of the GoI and reaffirmed MoT’s support to INDOBUS in the third Steering Committee Meeting of INDOBUS on 22 January 2021 in Jakarta.

INDOBUS provides support to local governments in preparing a Feasibility Study (FS) of BRT development in 5 (five) pilot cities, namely Bandung, Batam, Pekanbaru, Makassar, and Semarang.

The meeting, was chaired by the MoT of Indonesia, and attended by 3 high-rank officials at DG level along with other representatives from the Ministry of National Development Planning (BAPPENAS), Ministry of Finance, Ministry of Public Works and Housing, Ministry of Agrarian Affairs and Spatial Planning, and Ministry of Home Affairs. It aimed to report the progress of project implementation formally to the Steering Committee, officially hand over the FS in Bandung and Pekanbaru, and agreement on the findings and recommendations resulted by the project activities.

Amongst the items that presented was the programme progress and activity reports, results of the FS including the results of the capital expenditure (CAPEX) and operational expenses (OPEX) for BRT, project video profile and visualisation in Bandung Raya, Pekanbaru, Semarang, preliminary findings of the studies of BRT development in Makassar and Batam, and work plan for INDOBUS in 2021.

Following the third Steering Committee Meeting, the West Java Provincial Government and the governments of five cities and regencies in Bandung Raya or formally known as Bandung Basin Metropolitan Area (BBMA) has signed a cooperation agreement on March 2, 2021 in Bandung. The agreement states the mutual commitment, roles and responsibilities of each party in all stages of BRT development in BBMA which includes, among others, planning, institutional schemes, development of infrastructure and facilities, financing and operational systems. The BRT is expected to be completed in 2023 and can be integrated with existing transportation in BBMA.

In addition, the Ministry of Transportation has submitted a proposal of support to the Ministry of National Development Planning which will coordinate the negotiation with the Ministry of Finance in order to access foreign funding support which is estimated for 90% of the Capital Expenditure for BRT infrastructure development. This is reflected in the List of Medium Term Planned External Loan and Grants (Blue Book) 2020-2024 in the Public Transportation System Implementation Project for the Urban Mass Transportation Development Program.

Bandung Raya, alongside Semarang and Makassar is included in the six metropolitan area of the RPJMN 2020-2024, therefore prioritised to be included in the List of Planned Priority External Loans (Green Book).

In other pilot cities, progress and commitment has also been made. In Pekanbaru, the Mayor expressed in an audiency with INDOBUS that Pekanbaru is in dire need of a fast and reliable mass public transport mode. He conveyed that various types of mass transit modes will be part of public facilities that can be used by its residents in the future. Therefore, efforts should begin at the soonest, starting with the realisation of the BRT system in accordance with the result of the FS.

In Makassar and Batam, INDOBUS is supported by the Financing Energy for Low-carbon Investment – Cities Advisory Facility (FELICITY) project in the development of the FS. To further discuss the progress and gain feedbacks from local stakeholders to the ongoing FS, a Focus Group Discussion (FGD) was held with the the Department of Transportation (Dishub) of South Sulawesi Province and Dishub of Batam City along with other agencies who are members of the Working Group in Makassar on 25 March 2021 and in Batam on 31 March 2021.

The FGD discussed several items, among others, the overall timeline, progress of the technical study, such as the BRT corridor plan, station design, preliminary project cost estimation and service plan, as well as the institutional aspect, environmental and social impact assessment, and finance related aspect to the BRT development. At the end of the discussions, the relevant stakeholders agree on an action plan and task for Makassar and Batam.
