  Dear Sector Network TUEWAS members:

I am very pleased to present to you the fourth edition of our quarterly newsletter. Once again, we received an outpouring of contributions from member projects representing the rich diversity of our sector network in topics such as electric mobility, rooftop solar, disaster risk finance solutions, and many more.

Earlier this week, the Intergovernmental Panel on Climate Change (IPCC) released a landmark report which presents a grim reality of our current climate situation: global surface temperatures will continue to rise, the frequency and intensity of heatwaves and extreme weather events will increase, the variability of the global water cycle will intensify, carbon sinks will become less effective at slowing CO2 accumulation in the atmosphere. Many of these changes are irreversible for the foreseeable future, but total climate disaster may still be avoided if policymakers and industry leaders agree to immediate, radical change in the status quo.

In spite of this dim outlook, TUEWAS members are on the front lines of this unprecedented call to action: advising regional governments on climate smart agriculture, implementing robust and practical solutions to decarbonize transport, enabling climate finance for cities, and developing ever more viable renewable energy and energy efficiency solutions. By doubling down on these initiatives and continuing to facilitate a regional exchange of ideas and actions, we can still have hope for the future of our planet and for the well-being of future generations.

With São Paulo signing the Letter of Intent with the TUMI E-Bus Mission (Brazilian Press Report), all five Brazilian cities (Campinas, Curitiba, Rio de Janeiro, Salvador and São Paulo), are on board to accelerate E-Bus deployment around the world.

ITDP Launches the Global Cycling Cities Campaign

ITDP’s Cycling Cities campaign will lift up and unify ambitious cycling efforts, like temporary bicycle lanes and car-free streets implemented during the COVID-19 pandemic, to ensure more people choose cycling for more trips.
By 2025, 25 million more people shall live near safe cycle lanes and 250 cities will be influenced to design, adopt, and implement plans to become more cycle-friendly. Through the Cycling Cities campaign, ITDP recognizes the pivotal moment for more resilient and equitable transportation systems through the uptake and promotion of cycling.

New Publication: Data for Equitable Urban Mobility – Women Mobilize Women

Women have diverse mobility needs and represent the largest share of public transport users worldwide. Yet, there are no robust data analyses on women's mobility patterns and transportation needs, and the needs of women, children and vulnerable groups are often overlooked. There is an urgent need to close the gender data gap to ensure that transportation planning, design, operations, and user experience are inclusive.
As part of the Women Mobilize Women initiative, inclusive and gender-sensitive ground data sets will be collected, analyzed, and policy recommendations developed in selected partner cities. The objectives testing the inclusiveness of data collection methodologies to see if they are actually capable of revealing possible gender-specific needs and mobility patterns, analyzing the collected data, and refining data collection methodologies to improve effectiveness and replicability. New Publication: SUTP Sourcebook - Urban Freight in Developing Cities

During last month’s Transport and Climate Change Week, the “SUTP Module 1g – Delivering Sustainability: Urban Freight in Developing Cities“ has been successfully launched.

The sourcebook aims to assist policy makers in developing Asian countries, particularly those involved at the urban level, move towards making the urban freight sector more sustainable. The sourcebook lays out a set of core actions that aim to serve as a basis of action for policy makers. Additionally, it provides an overview of the measures and techniques that have and are being employed in the urban freight sector globally. The sourcebook was updated as part of the sector network TUEWAS WG Transport and Environment (T&E).

Exciting Upcoming Events
October 16 – 18: Following the first conference, held in 2016 in Ashgabat, Turkmenistan, the second United Nations Global Sustainable Transport Conference will indicate a way forward for sustainable transport to help achieve the objectives of the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change in the Decade of Action.

There is less than 4 months left until the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow on 31 October – 12 November 2021. Time to accelerate transport action towards the goals of the Paris Agreement and the UN Framework Convention on Climate Change!

The importance of Climate Smart Agriculture (CSA) practices in relation to climate change and food security have been recognized by policymakers in the Southeast Asian region. It has been reflected in number of policy frameworks and tools, published by ASEAN and its Members States. Among of them is the ASEAN Guidelines for Promoting CSA Practices Volume 1 and 2. Building on the existing volumes, the third volume on development will cover more CSA strategies and practices, while reflecting on the latest CSA trends and considering the impacts of the COVID-19 pandemic. Bioenergy B2B series: Speed Dating for National and International Businesses in Vietnam

The B2B meeting explored opportunities for future cooperation between Vietnam and other countries.
 
GIZ’s Bioenergy project facilitated a first series of virtual business-to-business(B2B) meetings on 5-8 July, bringing together Vietnamese and international companies to promote project partnerships in the bioenergy sector. The B2B event opened up significant opportunities for local businesses to find appropriate partners, while providing international firms with valuable knowledge regarding the Southeast Asian country’s bioenergy projects and allowing the firms to showcase their state-of-art technologies. At the
event, 11 meetings took place with the participations of seven international companies and nine Vietnamese firms that work in the field of developing and supplying equipment for bioenergy projects, producing biomass electricity, and engineering, procurement and construction (EPC). As a result, six companies signaled interest in immediate opportunities for cooperation.

The B2B event built on a virtual exhibition on technology cooperation organised on 27 May. After the meetings, the GIZ project ‘Climate Protection through Sustainable Bioenergy Markets in Vietnam’ (BEM) will serve as a focal point for communications to support the promising partnerships toward implementation.

‘Creative Sparks’ – The Online Art Contest to inspire Vietnamese Youth

With the aim of motivating Vietnamese young artists about renewable energy topic, the EU-Viet Nam Energy Facility (EVEF Project) - GIZ Energy Support Programme (ESP) has organized a competition named “Creative Sparks – Renewable Energy Art Competition” to raise awareness among youth about Renewable energy and inspire them to act for environment with small and simple starting steps. The contest took place from 27 May to 18 June, 2021 and has received great attention from public.

The competition was open to all Facebook users who are located in Viet Nam. Participants had to complete 3 steps to successfully submit their artworks and the winners were chosen based on the public vote on the EVEF Facebook page. Artists could freely express their ideas through hand-drawing or digital methods. The topics also varied from renewable energy, climate change to environment.

In order to develop capacity of engineers from EVN’s power companies, a series of digital senior management workshops on grid integration of PV were officially launched in May and June 2021.

This activity was jointly brought by the Renewable Energy and Energy Efficiency (4E Project) - GIZ Energy Support Programme (ESP) and RENAC.
There were 4 workshops covering different topics: From DC to AC - photovoltaic and inverter technology, Voltage control and support strategies with grid connected rooftop PV, Frequency control with grid connected rooftop PV, Short term PV power forecast for grid operation

The activity is within the framework of 4E Project, which is cooperated between the Vietnam Ministry of Industry and Trade (MOIT) and the German Federal Ministry for Economic Cooperation and Development (BMZ), and implemented by GIZ.

The Renewable Energy and Energy Efficiency (4E Project) - GIZ Energy Support Programme (ESP) in collaboration with RENAC organized a series of e-Learning workshops on Renewable Energy Grid Integration for the National Load Dispatch Centre of Vietnam and 3 Regional Load Dispatch Centers.

The online training demonstrated how a high amount of variable renewable energy (wind and solar) can be safely integrated into the electricity supply and which steps are essential for the power system transformation. Each participant has access to short introductory courses on energy and electricity topics to learn as well as to revise the basics. Read More

First-time Online Training on Power System Simulation in the Grid Laboratory in Vietnam

The participants of the training will gain new skills in simulating the power system with the smart grid technologies
 
For the first time, an online training course on simulating power systems in the grid laboratory has started in Hanoi. Lasting from 21 July until 12 August 2021, the course comprises a webinar series conducted through GridLab, an e-learning platform. In each of its total eight modules, the participants will go through such activities as presentations, exercises and simulator-based training scenarios and discussions. The course is part of the “Smart Grids for Renewable Energy and Energy Efficiency” (SGREEE)
bilateral cooperation project. The project is implemented by the ERAV of the Vietnam’s Ministry of Industry and Trade and GIZ Energy Support Programme. Read More

Green Hydrogen & Power to X Training

On 6th July 2021, the first day of the hybrid training course “Green Hydrogen & Power to X” co-hosted by the Renewable Energy and Energy Efficiency (4E Project) -GIZ Energy Support Programme (ESP) and Electricity and Renewable Energy Authority (EREA) officially took place and welcomed the valued attendees from the Central Economic Commission (CEC), Electricity and Renewable Energy Authority (EREA) and Oil, Gas & Coal Department (Ministry of Industry and Trade (MOIT)), Vietnam Oil & Gas Group – Petro Vietnam (PVN), Institute of Energy (IOE) and Vietnam Petroleum Institute (VPI).

The activity lasted for 3 days from July 6th to July 8th and consisted of 8 different modules. “Green Hydrogen & Power to X” was recommended for decision makers in ministries/ staff of national green H2 & PtX commissions, staff of public/private partner research institutes, energy federations and renewable energy agencies, staff of regulatory authorities and other relevant administrations, journalists and actors of civil society.

The training aimed to provide a comprehensive overview of the entire green H2 & PtX value chain and look at the opportunities of green H2 & PtX in the future energy system. After this course, the participants are qualified to realistically assess the potential for the production, application and, if necessary, export of green H2 & PtX in the Vietnamese context.

The activity is within the framework of 4E Project, which is cooperated between the Vietnam Ministry of Industry and Trade and the German Federal Ministry for Economic Cooperation and Development (BMZ), and implemented by GIZ.

Study: Key Bioenergy Subsectors for Electricity Generation in Vietnam

The 30 June workshop presented results of the subsector analysis to utilise bioenergy for heat and power generation.
 
The GIZ Bioenergy project in Vietnam has recently concluded a study on the ‘Subsector analysis to utilise bioenergy for heat and power generation.’ Based upon preliminary analysis of 23 subsectors, the three most promising ones – pig farming and pork production, pulp and paper, and cassava-starch – were analysed in deeper detail. Subsequently, 15 field visits and 35 in-depth interviews were conducted at farms and factories of the subsectors.
A final workshop on the study took place virtually on 30 June 2021, which presented study results and gathered further comments from professionals and relevant authorities to help various industries reduce their energy costs and greenhouse gas emissions by taking advantage of domestic bioenergy resources. Key findings for Vietnam include:
  • In the pig-pork sector, electricity generation from biogas can be financially attractive.
  • In the pulp and paper sector, small and medium enterprises can use bioenergy for boilers to produce stream while larger ones with the demand of more than 50 tonnes of stream per hour can use a combined heat and power (CHP) system.
  • In the cassava-starch sector, bioenergy opportunities exist at CHP large factories or at biogas plants with more advanced designs.
The ‘Climate Protection through Sustainable Bioenergy Markets in Vietnam’ (BEM) project is jointly implemented by GIZ and the Electricity and Renewable Energy Authority (EREA) of the Ministry of Industry and Trade (MOIT). The project is commissioned by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) as part of the International Climate Initiative (IKI).

Workshop Bridges Financial Institutions and Investors in Vietnam Bioenergy

The workshop is expected to help the country’s financial experts to unlock the investment potential of bioenergy project development.bioenergy for heat and power generation.
 
On 28 July 2021, the GIZ Bioenergy project presented a virtual workshop bringing together local and international representatives of financial institutions and project developers to explore emerging market opportunities in Vietnam’s bioenergy sector. The workshop also provided an outlook for supporting the country’s financial experts to unlock the investment potential of bioenergy project development. At the “Opportunities for shaping the future of bioenergy supply in Vietnam” workshop, more than 60 stakeholders, primarily from the financial sector, were provided an overview on Vietnam’s agriculture and forestry
industry and its potential for bioenergy investment opportunities, as well as experience from Vietnamese and Thai companies about biomass plant investment and project realization. Read More

Managing an Industrial Park means facing several difficult questions: How do I identify the needs of tenant companies? Which essential services should the park provide? When is it necessary to have own permanent staff? Hardly anyone could respond to these questions better than Dr. Lothar Meier, a former Infraserv Höchst manager who has managed and developed chemical, pharmaceutical and industrial parks for 17 years. On June 9th, he shared
his experience in a lecture on “The Challenge to Operate and Manage an Industrial Park” on behalf of the SIA Working Group. Read More

Transport and Environment Working Group
2nd Meeting of the Council for Decarbonizing Transport

On the 8th of July, Asian transport experts from both the public and private sectors met virtually for the 2nd meeting of the Council for Decarbonizing Transport. The Goal of the Council is to jointly develop robust and practical solutions for making transport climate friendly, safe and accessible.
They discussed strategies on how to…
  • enable decision-makers to better understand the needs of the users.
  • make information generated by experts reach users and advocacy groups more easily.
  • what kind of arguments may better convince decision-makers.
The fruits of these discussions were used to align on how to create added value through the Flagship Report.

Country presentations at the Transport and Climate Change Week (TCCW) 2021
During the TCCW 2021 the participating countries had the opportunity to showcase their progress, plans and visions in the transport sector to the world.

China presented their video “Towards the Future - Green, Intelligent and Shared Mobility in China”. In partnership with the Chinese Ministry of Ecology and Environment the NDC TIA project is supporting the development of transport strategies at the national level and the Guangdong Province for the Co-control of GHG emissions and air pollutants. The aim is to support China in implementing its NDC to the Paris Agreement.

In India road transport is one of the fastest growing emission sectors. The country presentation “Transport Sector at Crossroads – The Indian Story” talks about their aim to implement sustainable transport and limit future emissions, in which for example electrification, efficiency improvements, a stronger shift to public transport and transport demand management play a big role.

Vietnam published the short film “Viet Nam’s contribution to reducing carbon emissions in transport”. In the period of 2021-2023 the Government of Germany continues to support the Ministry of Transport to implement Vietnam’s NDC under the framework of the NDC TIA programme, with a strong continuation of the support for the sectoral MRV system.

Electrification of busses is a hot topic in sustainable transport discussions worldwide and especially in Asia. The second thematic session for the Peer Network Asia on the 8th of July focused on the challenges and chances for mobility electrification in Asia.

Key speakers form IEA, Ms. Ekta Meena Bibra, and ICCT,
Dr. Sandra Wappelhorst, set the scene and the insight views from Mr. Hien, Viet Nam, sparked discussions on how policies can thrive the expansion of demand and supply of electric vehicles (EV), including 2/3 wheelers, busses and fleet. The majority representatives form Ministry of Transport together with Ministry of Environment discussed what are the barriers for busses. Among the policy or regulatory barriers cited by the participants were for example the lack of comprehensive EV legislations and roadmaps and high investment costs. They shared with their peers the experiences and pilot projects and discussed solutions to overcome these barriers. In this context, a roadmap for electric buses was highlighted and close cooperation with the relevant ministries, especially regarding infrastructure, was emphasized close cooperation with the relevant ministries, especially regarding infrastructure, was emphasized.

The Government of Indonesia’s (GoI) commitment to developing urban mass public transport, which includes BRT infrastructure development, has been SUTRI NAMA & INDOBUS’s main support focus. Institutional support was reaffirmed for the development of BRT with segregated lanes in Makassar from its newly appointed Mayor and Acting Governor, and an abundant of knowledge was distributed to local government officials from the programme’s pilot cities from BRT practitioners in China, Malaysia and Indonesia. The Sustainable Management of Forest Ecosystem Services (FES; project duration: 2021-2023) is a follow-on module of the project Himachal Pradesh Forest Ecosystem Services (HP-FES; project duration: 2016-2020). GIZ India is implementing the FES project on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), in collaboration with the Ministry of Environment, Forest and Climate Change (MoEF&CC),
Himachal Pradesh and Uttarakhand Forest Departments. The project supports the increased orientation of forest management towards FES with a focus on water availability at the partner states. This Technical Cooperation (TC) is an initiative for strengthening the paradigm shift in the forest developmental policies and procedures towards the FES and participatory forest management centric approach, so that forests are managed sustainably for the most important ecosystem services.
