  Dear Sector Network TUEWAS members:

We are very pleased to present to you the sixth edition of TUEWAS Newsletter, the first one of 2022! In this edition, you will find a variety of contributions related to transport, environment, energy efficiency & renewable energy and water. Articles cover updates on projects and a variety of interesting initiatives such as nature-based solutions for transboundary flood and drought management, transport initiatives such as signage, bicycling in cities, e-rickshaws with a social angle, awareness rising on bus rapid transit systems and energy & energy efficiency initiatives such as an e-learning course gamified for self-learning, energy management, roof top solar etc. You will also find information on a newly launched project as well as links to other Newsletters and platforms.

We are thankful to the member projects for their contributions.

In this issue, you will see the launch of TUEWAS Call for Proposals for Innovation Fund and setting up Task Forces. TUEWAS will be providing funds to support its members and we request all member projects and project staff to benefit from this call. Focus Project Future-proof Implementation Structures
Everyone talks about change, but is anything changing at all? And isn't there a focus project that wanted to change something structurally at GIZ? Yes, there is!

From BMU to BMUV
The structure and the name of the German Federal Ministry for Environment, Nature Conservation and Nuclear Safety (BMU) was changed to the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) by the organisational decree of the Federal Chancellor of 8 December 2021.

Since then, the BMUV has been responsible not only for environmental protection and nature conservation, but also consumer protection policy. The BMUV therefore shapes core issues for the future that focus on people and their living environments. It drives economic, environmental and social modernisation. Climate action also remains a key issue for the BMUV with a focus on natural climate solutions, climate adaptation and resource policy.

Launch of a new IDA Community on Local SDG Monitoring and VLRs

For many of us, the 2030 Agenda represents the framework for successful cooperation with and for our clients and partner countries and organisations. While the content of the SDGs is now widely recognised, the review of goal achievement remains an area that is difficult to fully grasp. Over the last few years, the central relevance of the local level for a more comprehensive and thus more realistic monitoring of the SDGs has emerged.

As a result, also within GIZ we are increasingly addressing the issue of local SDG follow-up and review in some of our projects. In order to share experiences, discuss challenges and keep up to date with current developments, a new IDA Community has been established under the title "Local SDG monitoring and VLRs". The community is open to all colleagues who are interested in the topic and would like to join the exchange.

Climate Change Mitigation Working Group
GIZ Pakistan Started the Implementation of the New “Strengthening Climate Adaptation and Resilience (SAR)” Project in Pakistan

GIZ Pakistan has launched a new project titled “Strengthening Climate Adaptation and Resilience (SAR)” to support Pakistan for improving the conditions for climate action for adaptation and resilience as well as climate risk management, with a specific focus on vulnerable populations, especially women. The SAR Project will support the Pakistani Ministry of Climate Change (MoCC) and other government partners in the entire planning cycle of climate change adaptation measures: from the preparation of climate risk assessments to the piloting of financing approaches and instruments. It will also support the implementation as well as the upscaling of measures at the local level through international and national climate finance. Read More

Academy Day 2021: Accelerate Smart Grid Research to Optimise the Power Grid’s Use of Renewable Energy
ERAV’s Deputy Director General Tran Tue Quang, SGREEE’s Project Director Markus Bissel, and advisor to the DEA’s programme Loui Algren made remarks at the Academy Day

GIZ and the Electricity Regulatory Authority of Viet Nam (ERAV) of the Ministry of Industry and Trade (MOIT) virtually launched the Academy Day 2021 with the theme of ‘Accelerating smart grid research to optimise the power grid’s use of renewable energy’ on 23 December.

The annual event aimed at enhancing research into and the widespread adoption of smart grids for the power network to capture renewable energy and supporting the development of the country’s Smart Grid Road Map. Within the framework of the 2021 workshop, a close cooperation with the Danish Energy Agency (DEA) was established to achieve the greatest possible benefit for Viet Nam. Read More

GIZ Hosts Discussion on Developing Biomass Power Projects in Viet Nam
Participants of the workshop were high-level officials from provinces and representatives from biomass companies, energy consulting firms, financial institutions and universities

Viet Nam has a huge potential for bioenergy, including post-harvest and processing residues such as bagasse, straw, rice husks, wood residues and other agricultural/industrial byproducts. However, only a small proportion of the country’s biomass residue is utilised for clean energy production.

To provide in-depth insights about challenges and opportunities in the nation’s bioenergy subsector and learn from other countries’ experience, the GIZ Bioenergy project and the Ministry of Industry and Trade (MOIT) jointly organised a virtual workshop “Experience in developing biomass power projects in Viet Nam” on 25 November 2021. The event was attended by leaders from government agencies and provinces, representatives from sugar and biomass power companies, energy consulting firms, financial institutions, relevant associations and universities, and international consultants.

“Humanizing Energy” Documentary by BBC Story Works
Heavy air pollution during the winter in Ulaanbaatar

Ulaanbaatar is the coldest capital in the world, with nearly 60% of its population burning coal in individual stoves.

The BBC Story Works documentary is dealing with a Pilot project for the introduction of an Energy efficient housing financing scheme for Ger areas of Ulaanbaatar.

The GIZ Project together with the Mongolian Bankers Association (MBA) and Mongolia Sustainable Finance Association (MSFA) have designed a concessional mortgage scheme to build energy efficient houses with no stove and verified energy efficiency improvements. An energy efficiency audit is embedded into the financing process and eligible families can receive up to 30% subsidies for the purchase of a new sustainable family home.

By the end of 2021, a total of 26 EE houses were built through the pilot. The Mongolia Green Finance Corporation plans to use the lessons learnt from this pilot and dedicated US$10 million to issue EE mortgages.

Intermediate Workshop on Revision of Viet Nam’s Smart Grids Road Map
The workshop attracted nearly 100 participants.

GIZ and the Electricity Regulatory Authority of Viet Nam (ERAV) of the Ministry of Industry and Trade (MOIT) jointly organised an intermediate workshop on proposing revisions for the country’s Smart Grids Road Map on 18 November 2021.

At the event, international consultants presented a comprehensive assessment of Viet Nam’s Smart Grid Roadmap with appropriate evaluating methodology, international best practice and recommendations for the revision on first four (out of eight) Smart Grid indices, namely, 1) monitoring and control, 2) data analytics, 3) supply reliability and 4) the integration of distributed energy sources.

Mr. Markus Bissel – Project Director of GIZ’s Smart Grids project – noted: “The consulting team had worked with the Vietnamese stakeholders, carefully analysed the progress of Viet Nam’s smart grid development and provided the overview on international best practices as well as preliminary recommendation for the country. We hope that this workshop will provide an in-sight analysis and clear picture with suitable recommendations to contribute to the country’s Smart Grids Road Map.”

The event was part of the Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) project, which is implemented by GIZ and the ERAV. The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ).

Lab Test Launched for Safe Grid Operation and Solar Rooftop Operation

A lab test assessing a smart inverter controller to monitor and control solar rooftop systems was launched in Hanoi on 24 January 2022. The test was conducted by GIZ’s Smart Grids for Renewable Energy and Energy Efficiency (SGREEE) Project in cooperation with the Electricity Regulatory Authority of Viet Nam (ERAV) of the Ministry of Industry and Trade (MOIT), the School of Electrical Engineering – Hanoi University of Science and Technology and the Applied Technical Systems (ATS) Company. Supporting the Pakistani Cities to Improve Their Energy Efficiency Through Implementing Energy Management Systems

“Promotion of Renewable Energy and Energy Efficiency Concepts in Cities and Industry in Pakistan (REEE-SCALE)” is supporting eight municipal administrations in Pakistan to improve their energy efficiency by implementing Energy Management Systems (EnMS). The project is supporting its partner municipalities to implement digital energy data management to analyse and manage their energy flows in selected sectors. Combined with the implementation of low and no investment measures, the municipalities will be able to significantly reduce their energy consumption.

The municipal administrations of Islamabad and Lahore have already established energy teams for implementing EnMS in their water and sanitation subsectors. They have also carried out data surveys and developed sector-specific action plans for improving their energy consumption. As a next step, both municipalities will share their experiences with six selected cities in the provinces of Punjab and Khyber Pakhtunkhwa to upscale the project outreach.

Unlock Net-Zero Commercial Buildings – Rooftop Solar & Energy Efficiency
National and international speakers, CIRTS and EEN-Viet Nam’s representatives at the workshop.

Together with the Energy Efficiency Network of Viet Nam, the GIZ Rooftop Solar project co-hosted the “Unlock Net-zero Commercial Buildings - Rooftop Solar & Energy Efficiency” workshop at the Goethe-Institut in Hanoi on 5 November 2021. The event aimed to tackle challenges for development of net-zero energy buildings (NZEBs) in Viet Nam along the complementary aspects of rooftop solar and energy efficiency.

The workshop attracted around 150 participants, who were commercial building owners, developers, energy engineers, architects and other relevant stakeholders, as a part of the Viet Nam Energy Efficiency Building Week 2021 (VEEBW 2021). At the event, the speakers presented the opportunities and challenges of NZEBs in Viet Nam and other countries, with a particular focus on application for commercial buildings.

The workshop was jointly organised by GIZ’s Commercial and Industrial Rooftop Solar (CIRTS) Project and the Vietnam Energy Efficiency Network (EEN-Viet Nam). The CIRTS project focuses on the adaptation of relevant regulatory and technical regulations, the development of key stakeholder capacities and the improvement in information base of the Viet Nam Electricity (EVN), which is the country’s largest power company.

CIRTS is implemented by GIZ and the Electricity and Renewable Energy Authority of Viet Nam’s Ministry of Industry and Trade and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).

Viet Nam Energy Efficiency Award 2021 Honors Best Solutions of Energy Use Nationwide

The Viet Nam Energy Efficiency Award 2021 received 148 applications from both enterprises and individuals after 3 months of calling, marking nearly 300 solutions of energy saving and efficient use implemented nationwide.

Virtual Seminar Concludes Bioenergy Trainings for Viet Nam’s Financial Institutions
When joining the final seminar exclusively tailored for financial professionals, participants gained further insight into economic opportunities of Viet Nam’s bioenergy market.

Concluding a series of webinars for financial professionals on economic opportunities and potentials of Viet Nam’s bioenergy market, the GIZ Bioenergy project held a virtual seminar on 8-9 December 2021 to discuss the country’s investment possibilities in the field. The two-day seminar helped the participants review the knowledge that they gained during previous webinars, including use of a bioenergy investment financing tool for bioenergy projects, and facilitating deeper discussions on bankability assessment, due diligence and risk assessment with specific examples from Viet Nam and other countries.

With support from a team of national and international experts, the seminar’s first day focused on two main sessions: 1) Introduction on basics of bioenergy technology & status of development in Viet Nam, and 2) Bankability and Vietnamese case studies. On the second day, participants worked in groups to deepen their peer exchange and talk openly with the experts about bankability assessment processes and financial institutions’ roles in Viet Nam’s further bioenergy development. The seminar falls within the framework of the ‘Climate Protection through Sustainable Bioenergy Markets in Viet Nam’ (BEM) project, which is jointly implemented by GIZ and the EREA/MOIT. The project is commissioned by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) as part of the International Climate Initiative (IKI).

India: Kochi Ithile Shows the Way – Signage System Launched
Officials from Kochi using the new digital way signage. © GIZ

The Kochi Ithile wayfinding portal was developed under "Reimagining For Kochi" – an innovative pilot project implemented on the Fort Kochi Island in Kerala, India. The wayfinding signage project consists of physical and digital way signages along with a web application, identified under the Transformative Urban Mobility Initiative (TUMI) and the SMART-SUT project. These signages and applications provide localised information for tourists as well as locals, through legible text and graphics.

The project is jointly implemented under the leadership of the Kochi Municipal Corporation (KMC), Centre for Heritage, Environment & Development (C-HED), Cochin Smart Mission Limited (CSML); in collaboration with TUMI partner World Resources Institute (WRI) India & the SMART-SUT project of GIZ India. The pilot activity is funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and contributes to the Indo-German Green Urban Mobility Partnership.

India: Making Kochi India’s Cycling and Active Streets Capital
Mayor of Kochi launching the Cycle Training Programme for Women and Know Your Streets Challenge – a contest to crowdsource data on cycle-friendly routes across the city. © GIZ

With a vision to make Kochi India’s Cycling and Active Streets capital, Kochi Municipal Corporation (KMC) launched the ‘Cycle with Kochi’ campaign, with technical support from GIZ as part of the transport strategy document prepared under SMART-SUT. The project was officially kicked off by the Hon’ble Minister of Housing and Urban Affairs (MoHUA), Govt of India, Shri Hardeep Singh Puri, at the Urban Mobility India Conference in Delhi in October 2021.

To promote cycling as a preferred mode of commute and a way of life across all the 74 wards of Kochi, a citizen-led campaign is bringing together technical experts, key stakeholders and citizens to focus on outreach measures like cycle rallies, crowdsourcing data on cycle-friendly routes in each ward, and cycle training to high school girls and women from low-income families.

India: Women, Transgender & HIV Positive Person E-Rickshaw Project

Bhubaneswar city’s transport agency Capital Region Urban Transport (CRUT) has partnered with GIZ India’s SMART-SUT project to launch a unique e-rickshaw feeder service for their buses. The 50 e-rickshaws will not only provide an eco-friendly first and last-mile connectivity option to the people of Bhubaneswar, but also support those sections of society who are marginalised from mainstream job opportunities.

More than 60 beneficiaries including women, transgender and HIV positive persons have been trained in the pilot phase by SMART-SUT’s partner Association of Rural Upliftment and National Allegiance (ARUNA), and the numbers are expected to rise as the project rolls out in the coming months.

Raising Awareness and Capacity for the Implementation of Bus Rapid Transit in Indonesian Cities
Handover of the Capacity Needs Assessment and Capacity Building Programs Results as well as the Kick-Off of Training-of-Trainers Activities

Implementing Sustainable Urban Transport, including Bus Rapid Transit system requires technical knowledge and skills. Since its inception, SUTRI NAMA & INDOBUS has continuously supported the Capacity Development of the National and Sub National Government of Indonesia in this field. This includes the development of the Capacity Needs Analysis and the Capacity Development Programme within the MoT. Moreover, SUTRI NAMA & INDOBUS has also supported the City Government of Makassar in the Smart Transportation Forum, which is a form of commitment of the city government to improve transportation in Makassar for the better. Special Plenary Session Focusing on System Interventions and Adoption of Post-Harvest Management for a Robust Agri Supply Chain

Zero Hunger by 2030, is the first sustainable development goal set by the United Nations, which India is committed to. Further, with the country’s population set to cross 1.5 billion by 2030, it is crucial to ensure that food security is maintained through sustainable production and distribution systems. In terms of production, India is a food surplus nation. However, in terms of potential, India still has a lot more opportunities to offer, which can be enabled through an effective and economically viable cold chain which will integrate the supply chains of perishables, thereby reducing physical waste and loss of value of perishable commodities. The Mekong River Commission (MRC) started a joint study with the Economics of Land Degradation Initiative (ELD) in the frame of the Joint Project for Transboundary Flood and Drought Management between Cambodia and Thailand. The study will provide scientific evidence on the costs and benefits of Nature based Solutions (NbS). The NbS will be designed to restore, protect, and sustainably manage ecosystems, increasing their resilience against flood and drought. By creating an economic case for NbS and informing decision-making processes, the outcome of this study will encourage and mainstream ecosystem-based adaptation for flood and drought resilience throughout the Lower Mekong Basin.

Untangling from Plastics: Exhibition about the Journey of Plastic Pollution and the Path towards Solutions in Bangkok

In February, it was possible to dive into the underwater world and experience its beauty and challenges in the middle of Bangkok: The exhibition ‘Tangled: ติด – ร่าง – แห’ at the Bangkok Art and Culture Centre (BACC) showcased the journey of plastic pollution, its impact on marine wildlife and the path towards solutions. It was hosted by the Environmental Justice Foundation and Love Wildlife Foundation and was supported by the ‘Rethinking Plastics – Circular Economy Solution to Marine Litter’ project of the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). Visitors could experience the impacts of plastic waste, fishing gear and single use plastics through artworks and photography, discuss what they would do if they get ‘tangled’ and learn more about ways to reduce marine litter, which is nowadays one of the greatest threats for the environment and biodiversity worldwide. Art installations and photographs of four Thai artists, Narongyot Thongyu, Natalie Limwatana, Satit Raksasri and Sirachai (Shin) Arunrugstichai were featured using pieces of marine plastic waste, while underwater images showcased the impacts of ghost fishing gear and plastic waste on our fragile marine ecosystems.

New GIZ Orientation Paper “Environment – Policy – Advice”

The new GIZ paper Environment – Policy – Advice provides guidance for all GIZ employees working in or at the interface of environmental policy advice. The publication is the result of a multi-year process of cross-departmental dialogue in which the authors distilled six strategy elements of environmental policy that guide GIZ’s global advisory services. The paper is intended to provide key impetus when developing and planning GIZ advisory projects to identify options for action, structure discussions and provide new ideas for the further development of GIZ advisory approaches.

‘Biomass Energy Project Development Guidelines for Viet Nam’ - Updated Version

Within the “Climate Protection through Sustainable Bioenergy Markets in Viet Nam” (BEM) project, GIZ introduces the updated version of the Biomass Energy Project Development Guidelines for Viet Nam in both English and Vietnamese. The 200-page Guidelines provide specific information about the investment procedures required in the development of grid-connected biomass-based power projects in Viet Nam. The guidelines are accompanied with a leaflet and a video, which briefly summarise the investment steps covering the entire project phases from the development, implementation, operation and maintenance to project decommissioning.

‘Final Report: Sub-Sector Analysis to Utilize Bioenergy for Electricity and Heat Generation’

This report represents the outcome of the sub-sector analysis on utilizing bioenergy for heat and electric generation study executed by local and international consultancy firms in Viet Nam. After the subsector review and selection study and a consultation workshop, three sub-sectors were selected: pig-pork, paper and pulp, and cassava-starch. The data on sub-sector performance on bio-energy opportunities were collected through a mix of physical visits, telephone interviews and literature review.

Infographics on waste management in fishing and commercial ports and more resources on relaunched website available

What is needed for efficient Ship Waste Management and how are Fishing for Litter schemes working? Two infographics developed by the ‘Rethinking Plastics – Circular Economy Solutions to Marine Litter’ project now provide answers in a glance. The newly launched website of the project contains not only these infographics, but an overview of all activities and pilot projects in the seven partner countries as well as knowledge products developed so far. The work on reducing sea-based sources of marine litter is one component of the project besides encouraging a circular economy for plastics, improving waste management on land and reducing single-use plastics.
