Dear Sector Network TUEWAS members:
We are very pleased to present to you the seventh edition of TUEWAS Newsletter. This edition features stories on urban mobility, bioenergy, solar energy, smart grid, hydropower and many more. We truly appreciate the contributions from the member projects.
Since the structure of the Sector Network has been changed, we are introducing the new structure as well as the head of each team here, so that everyone can stay updated and know who to reach out to should they want to. Right now, we are most looking forward to the Joint Sector Network Regional Conference 2022, which is only three months away! As the pandemic situation has fortunately eased up gradually, we plan to have a hybrid event, where some of us will have the opportunity to meet physically. In this issue, we have some information to share with you about the Conference, and more will follow. Stay tuned!

| Joint Sector Networks Regional Conference 19-23 September 2022 |
|
The Joint Sector Networks Regional Conference between SNRD Asia and the Pacific and TUEWAS will take place during 19-23 September 2022 in Bangkok, Thailand .
Every two years, the Joint Sector Networks Regional Conference is held to provide a platform for networking and exchange among the members of the two Sector Networks (SNRD Asia and the Pacific, TUEWAS). In 2022, the Sector Networks aim to identify synergies and common topics for transformation for being future ready, provide information on latest developments in headquarters and the regions and create a common understanding and outlook on the strategic orientation of the sector networks.
You can find a draft agenda below.
Please note that due to the pandemic, we will be able to accommodate up to 200 participants in total (100 participants per Sector Network including colleagues from HQ as well as Working Group and Task Force leads). However, for the benefit of those that will not be able to participate, we are planning to live stream the main conference events on 20-21 September 2022. We will be approaching the Country Directors for nominations based on certain selection criteria.
The registration process will be communicated with all members before the end of July 2022. In case of any questions, please do not hesitate to contact tuewas@giz.de.

| Introducing the new TUEWAS structure and steering members |

This year we are implementing the new structure of Sector Network TUEWAS as a result of the Future Strategy Process conducted since 2020. Eleven Task Forces were established under the four main TUEWAS Working Groups on Transport, Environment, Energy, and Water with Innovation Funds to conduct their activities. Please refer to the new TUEWAS Organisation Chart here.

Commercial and Industrial Rooftop Solar (CIRTS), Vietnam
Christoph Luerssen joined the Energy Support Programme (ESP) in Viet Nam as technical advisor for the Commercial and Industrial Rooftop Solar (CIRTS) project in February 2021. He holds a Ph.D. from the National University of Singapore (NUS) for which conducted his research on energy storage for solar-powered cooling applications at the Solar Energy Research Institute of Singapore (SERIS). In parallel, he gathered hands-on experience as entrepreneur in the rooftop solar industry in Indonesia. Christoph’s interests include various technical and economic topics concerning solar energy, energy storage and cooling applications as well as exploration of strategies to enable clean energy transition in developing economies in ASEAN.

| ‘Mind the Gap!’: Inspiring Women in Transport to Close the Gender Gap |

Laghu Parashar, Deputy Project Head, SMART-SUT project was invited to speak at a dialogue hosted by the Norwegian Embassy in India on the topic, ‘Women in the Workforce’. He highlighted the efforts being taken up by GIZ to promote equality at every level and support female leadership in the transport sector, which has traditionally been dominated by men.
Speaking about the current scenario, he mentioned how an increase in the share of women leaders in transport will make public transportation systems safer and inclusive.
This came in continuation to SMART-SUT’s sustained efforts in promoting female participation in the transport sector through its campaign ‘Mind the Gap’, which highlighted the gender gap in transport. The percentage of women in transport remains low from both the user and administration perspective. Mind the Gap was consequently launched as an online advocacy campaign to underline these issues and encourage more women to join the sector.
The campaign featured real-life stories of women leaders from the Indian transport sector who broke gender stereotypes and overcame barriers to lead the force of change.

To update the Smart Grid Roadmap and ensure the sustainability of the country’s electricity network, Viet Nam should take measures on eight indexes, namely, green energy, energy market, supply reliability, data analytics, monitoring and control, customer satisfaction, cybersecurity and integration of distributed energy resources. | Piloting Joint Environmental Monitoring Protocols |

Under the MRC-GIZ Transboundary Water Corporation in the Lower Mekong Basin II, GIZ supported the Mekong River Commission (MRC) to pilot the Joint Environmental Monitoring Programme (JEM) at the two operational Mekong Mainstream Hydropower Projects, Don Sahong (Figure 1), and Xayabouri (Figure 2), from October 2020 to November 2021. The pilot objectives were to test the monitoring protocols for their ability to detect hydropower impacts in five key environmental disciplines of river health: i) Hydrology, |
ii) Sediment and Discharges, iii) Fisheries, iv) Aquatic Ecology, and v) Water Quality. Finally, GIZ supported the update of the JEM Programme Protocols which can be applied in other existing and the future Mekong Mainstream Dam. The support includes:
- National and international technical expertise.
- Capacities building to the MRC member countries' line agencies (Cambodia, Laos, Thailand, and Vietnam).
- Procurement of monitoring equipment for five environmental disciplines.

The Mekong River environmental condition data were collected in the river upstream, within impoundment, and downstream of each Hydropower Project using JEM protocols. The protocols testing results showed both of which parts of the protocol work well and opportunities to strengthen for the other parts of the JEM Programme monitoring protocols for future application. These recommendations for the improvement of the protocols can benefit both future assessment of hydropower impacts and the review of the MRC's basin-wide monitoring program. A more detail of the pilot results will be published on MRC’s website in near future. |

| Urban Design Competition – The tale of two cities |
|
Urban Design Competitions (UDC) are an effective instrument for encouraging participatory development and transparent, collective and informed decision making between citizens, professionals, government and all relevant stakeholders. During the first webinar of 2022 on 26th of April, 30 colleagues from the region and beyond learned about the experiences from the Indian project “Sustainable Urban Development – Smart Cities”. The project has conducted two UDCs in Kochi and Coimbatore (presented by Fathim Rashna Kallingal and Krishna Kumar) and has now also prepared manuals “How to Conduct an Urban Design Competition” (highlights of the process, presented by Charlotte Pusch)

| Cities for net-zero and resilient action |
|
Turboclic is grateful to announce it has secured some resources from TUEWAS Innovation and SNGA for developing a new training. The aim is to design/develop and test-run an innovative / state-of-the-art training on “Cities for net-zero and resilience action” based on GIZ vast experience on the topic but also on approaches of other important stakeholders, focusing on practice-oriented, hands on and interactive formats, with a great methodological variation and building also on peer-to-peer learning and best-practices. Is your project working on the topic of net-zero and/or resilient urban development in cities? If you have suggestions and ideas, and would like to benefit from this initiative, please reach out to us anytime!

| Launch of Flagship Report “The Path to Zero: A Vision for Decarbonised Transport in Asia” |
|
07 April. Today, the Council for Decarbonising Transport in Asia, established under the NDC Transport Initiative for Asia (NDC TIA), launchedits Flagship Report ‘The Path to Zero: A Vision for Decarbonised Transport in Asia” at the ADB Transport Forum 2022.
The report identifies blind spots currently detaining decarbonisation in the transport sector in Asia and provides a vision and recommendations to overcome them to achieve the goal for zero-carbon transport by mid-century.
After one year of close collaboration between the 14 Council Members, coming from different countries in the region including Viet Nam, composed of transport experts from the public, private and civil society sectors, the report is now available online.
