  Dear Sector Network TUEWAS members:

Welcome to our first ever newsletter! Despite this difficult year we have collectively endured, the initiatives highlighted herein demonstrate the resilience of our member projects across the region and our ability to adapt to unanticipated and unprecedented circumstances. From assessments of epidemiological risks in public transport to reports on how to enable a Green and Just Recovery, the impact of COVID-19 on our work is unavoidable, but TUEWAS members are not slowing down.

We thank all of you who provided inputs and contributions to this innaugural issue, both from member projects in the region and from the head office. The objective of this quarterly newsletter will be to give members an opportunity to learn about what's going on in the region and to promote more regional collaboration. We hope that you will find it adds value to your work.

Before you dive in, just one important update from our side: the Joint Conference of SNRD Asia and the Pacific and Sector Network TUEWAS has been postponed to next year in 17-21 May 2021. More details about the event are forthcoming. We look forward to seeing you in person then! We are also look forward to your ideas, suggestions and comments about how we can improve this newsletter and make it more relevant for your work in the future. Joint Virtual Event SNRD Asia and the Pacific and Sector Network TUEWAS

Sector Network Natural Resources and Rural Development in Asia and the Pacific and Sector Network Transport, Environment, Energy, and Water in Asia would like to thank every participant who joined our "Joint Virtual Event" and made it a week filled with valuable discussions and outputs for ways to improve our sector networks. It is now the end of Joint Virtual Event week. The event included sessions from the regional and sectoral department, as well as a session on Green Recovery, followed by two days of various working group exchanges, and a final day with steering group meeting and a closing event. The word cloud represents some of the main ideas shared during the exchanges regarding the future strategy, and for further details, the secretariat share a summary report on the event to the sector network members through email soon. If there are details of your exchange that you would like to highlight, let us know by sending us an email. Further feedback on the event or the sector network in general are always welcomed! Introducing New Speakers of Climate Change Mitigation Working Group: Kirsten Orschulok and Kundan Burnwal

Ms. Kirsten Orschulok is advisor for climate change mitigation policies including NDC, MRV, international climate negotiations and long-term strategies with the Thai-German Climate programme since 2018 in Thailand. She gained enhanced knowledge on the topics during her work with the BMU as seconded policy advisor with the German delegation for the international climate negotiations for 2 years. In this position she was in charge for the Partnership for Transparency under the Paris Agreement (PATPA) and other global initiatives as CBIT, ICAT and overseeing IKI projects related to MRV, NDC and Enhanced Transparency Framework. In the TUEWAS region she worked together with the colleagues in India, the Philippines and Viet Nam, especially during her time in the Information Matters project which supported selected countries in preparing the first Biennial Update Reports (BUR) for submitting to the UNFCCC secretariat.

Mr. Kundan Burnwal Burnwal is a climate change mitigation policy and carbon market expert with more than twelve years of experience and a comprehensive knowledge on development, implementation and evaluation of projects on climate change, carbon markets and forestry. He is currently working as a technical advisor – Climate Change at GIZ India in the Environment, Climate Change and Natural Resources Management Programme and is extensively involved and leading some of the work on carbon markets, climate change mitigation and forestry. He has authored and led the development of an internationally approved REDD+ (Reducing Emissions from Deforestation and Forest Degradation) methodology, first from South Asian region, and several Clean Development Mechanism projects in various sectors. In 2013 he authored a book titled ‘Air Pollution Abatement Through Trees and Subsequent Greenbelt Development’. He has a master’s degree in Environmental Management from Asia's premier Forestry Institute, the Forest Research Institute (FRI), Dehradun, India.

Did you know that 90% of reported COVID-19 cases are concentrated in urban areas? That urban economies account for 80% of global GDP? That 24% of the world’s urban population live in slums? That less than half the global population can walk to open public spaces from their homes?

These numbers are a stark reminder that cities are on the frontlines of the COVID-19 pandemic. They face unprecedented public health and unemployment crises while also navigating sudden budget shortfalls. Moreover, the pandemic has exposed deep inequalities in and across cities, disproportionately impacting Black people and people of colour, Indigenous and low-income communities, isolated elderly, women, and those living in informal settlements.

The focus of COVID-19 response efforts should therefore be on addressing these inequalities, ensuring stimulus investment and recovery funds create more just and inclusive societies and communities. The Build Forward Better Briefing #02 looks at how government, multilateral organisations, academia and other actors at the national and international level reconsider how people live, work and travel in and around cities – during and after the pandemic. It compiles the latest “green” stimulus measures and propositions on what a sustainable, inclusive and resilient recovery from the COVID-19 pandemic could look like.

Launch of Regional Hubs of Water and Energy for Food (WE4F) Initiative
Water and Energy for Food (WE4F) initiative

Water and Energy for Food (WE4F) is a joint international initiative of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Ministry of Foreign Affairs of the Ministry of Foreign Affairs of the Netherlands, Sweden through the Swedish International Development Cooperation Agency (Sida), and the U.S. Agency for International Development (USAID). WE4F aims to;
  • Increase food production along the value chain through a more sustainable and efficient usage of water and/or energy.
  • Increase income for base of the pyramid women and men in both rural and urban areas.
  • Sustainably scale innovators’ solutions to meet the challenges in the WE4F nexus.
  • Promote climate and environmental resilience and biodiversity through the sustainable, holistic management of natural resources and ecosystems.
WE4F will operate through regional hubs located in Africa (East, Southern, and West Africa), Asia and the MENA region. The hubs will represent WE4F in the regions of operation, building a network of innovators, investors, donor partners and other stakeholders. The WE4F regional hubs Kick-off events were held during the week of 28th September 2020.

Updates from Transformative Urban Mobility Initiative (TUMI)
Comprehensive Global Online Course on Sustainable Urban Mobility

TUMI and the University College of London (UCL) have partnered to develop two courses for everyone curious to learn about the relationship between global cities and their transport systems. The courses include a wealth of video lectures, interactive tasks, learning material as well as many case studies. It has an application particularly for the Global South, but is also of interest worldwide. You will learn with several instructors and be guided through an online platform with tutors.

Every course takes 4 weeks to complete. The first course will start 2nd November and is open to all at no cost. You can enrol here. See the course trailer here.

C40 Mayors Agenda for a Green and Just Recovery

In July, we celebrated the release of the report from C40’s Global Mayors COVID-19 Recovery Task Force. Led by mayors and supported by a coalition of business leaders, youth climate activists and trade unions, the Agenda for a Green and Just Recovery outlines bold, ambitious measures to deliver the future we want. You can find mayors leading by example with regards to jobs and an inclusive economy, resilience and equity as well as health and well-being; for example, by focusing on training for a just transition, protecting and championing mass transit, and creating walkable cities.

How risky is public transportation really from an epidemiological perspective?
The future of public transport and thus of our cities depends on the question whether the use of public transport is COVID-19-safe. Researchers and transport companies are working internationally to answer this question. On the one hand side, they rely on studies on infection hotspots and transmission chains, on the other hand side on models and experiments on the spread of aerosols in means of transport. Most of the studies to date have come to the conclusion that the use of local public transport, while maintaining the precautions that are now commonplace (such as masks, separation of traffic flows, natural ventilation, washing hands, etc), is safe compared with other mass events. We have compiled a number of studies and findings in this thread: The latest studies on the spread of the virus in public transport - collated by TUMI

New online course on sustainable urban mobility - co-developed by the University College of London – Bartlett School of Planning and the GIZ-Transformative Urban Mobility Initiative (TUMI)

The course is designed according to the latest virtual learning standards: it contains case studies from 15 cities (both global north and global south), video lectures by renowned mobility and urban planning experts and a range of interactive application exercises. This course is divided in two parts. Part one focuses on integrated transport and city planning and is therefore ideal for urban planners and practitioners who want to increase their knowledge on urban transport systems.

Hosted on the platform FutureLearn, it is freely available. By paying a fee of 50 € participants can receive a UCL certificate upon termination of the course.

TUMIVolt Charging Station – Watch the transformation happening!

In TUMI’s latest episode of the TUMIVolt Charging Station, the speaker was asked how he would answer the following questions:
  1. Which technology will drive the mobility of the future?
  2. Will it be run by Fuel Cell Electric Vehicles or will future mobility mainly rely on Battery Electric Vehicles?
Prof. Dr. Martin Doppelbauer from the Karlsruhe Institute of Technology (KIT) compared the two technologies. Based on his technological expertise in the field of passenger cars, he gave a clear overview of energy paths, CO2 emissions, comparison of hydrogen cars and battery electric vehicles, charging aspects as well as common misconceptions about batteries and hydrogen.

New project SUTi – Sustainable Urban Transport in Tirana

Building an enjoyable and sustainable city - A hands-on approach to improve public transport as well as walking and cycling in one of the densest cities in Europe: Tirana

Not only since the Covid-19 crisis, the mobility of people is one of the main topics within cities around the world. Rapid motorization and traffic, severe air quality challenges and the people’s access to opportunities are common global issues. Urban mobility in the dynamic city of Tirana has been on the agenda for many years. In Tirana alone, the number of vehicles rose from almost zero at the end of the communism era to approx. 200 cars per 1,000 inhabitants, with extreme traffic and air quality impacts in the city. Although public transport and walking are still making up most of the trips in Tirana, the quality of both (incl. cycling), needs to be improved to offer the inhabitants real alternatives to using a private car.

In the last years and months Tirana has visibly invested in improving public transport, walking and cycling infrastructure, with many positive results. This momentum of progressive urban mobility policy must be maintained and strengthened in the future to transform Tirana towards an even more enjoyable and sustainable city in Europe. Through funding of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in the context of TUMI, GIZ will support the Municipality of Tirana in:

strengthening and digitalizing data-based mobility planning;
improving the quality of the bus system with a strong focus on customer prioritization;
further improving walking and cycling interventions in the city.

Changing business as usual with Sustainable Urban Mobility in the South Caucasus

Tbilisi City Hall, as well as Batumi City Hall have signed a memorandum of understanding in the field of urban mobility with GIZ. The TUMI-supported three-year regional program Mobility4Cities envisaged by the memorandum will make a significant contribution to the development of Tbilisi's and Batumis transport system by extended Technical Assistance and Capacity Development. Furthermore, it will contribute to improve the national Framework Conditions for urban mobility in Georgia, develop an academic curricula for Sustainable Urban Mobility and supports the regional exchange between Armenia, Azerbaijan and Georgia for the topic. News from China
Last week's big news was the announcement of a decarbonisation target for China. President Xi Jinping announced during his speech at the 75th Session of the UN General Assembly on 22 September that China shall achieve carbon neutrality by 2060. Even though the concrete pathway to achieve this goal is unclear and it remains to be seen how exactly the target will be reflected in the next 14th Five-Year Plan, this is an important step with high (global) impact and expected implementation pressure for decision-makers at national, provincial and local level and, accordingly, the industry. The transport sector in particular will play an important role here, as it is the only sector that, in China, most likely will not reach carbon emission peak by 2030, but only around 2040 (CATS).

Climate Change Mitigation Working Group
Global Fight Against Industrial N2O Emissions Is Gaining Momentum

A growing number of countries worldwide are recognizing the importance of phasing out N2O emissions from nitric acid production for reaching the goals of the Paris Agreement. Numerous countries, including Thailand, Indonesia, Vietnam and Pakistan, have recently joined the Nitric Acid Climate Action Group (NACAG). This global initiative is financed by the German Environment Ministry (BMU) and is aiming at the climate-friendly transformation of the nitric acid production sector, which is a major source of industrial N2O emissions. NACAG works with governments and nitric acid producing companies to promote the installation of N2O abatement technology and the adoption of policies which ensure long-term emission abatement.

Indian Public Sector Enterprises to step up Climate Action
Indian Public Sector Enterprises (PSEs) have been drivers of economic development and have been traditionally rooted in the problems confronted by society at large. Taking the impact of climate risk transition into account and how the financial markets perceive their businesses, it is imperative to look at what capacities and nudges are needed by the PSEs to effectively respond to the climate change agenda and help them achieve low carbon transition. Along these lines SCOPE (Standing Conference of Public Enterprises – an apex body for building capacities of Indian PSEs) and GIZ entered into an MoU to build capacities of Indian PSEs and are now conducting capacity needs assessment of PSEs and developing training modules on climate change, carbon pricing, climate finance and carbon markets. This initiative is supported by the Global Carbon Markets project financed by the German Environment Ministry (BMU) with the objective of enhancing capacities of public and private sector decision makers to use existing and emerging carbon market and climate finance instruments for the implementation of mitigation activities tailored to the national contexts and help in achieving Nationally Determined Contribution targets.

The ASEAN Climate Leadership Programme

The Climate Smart Land Use in ASEAN (CSLU) project has launched the ASEAN Climate Leadership Programme (ACLP) in October 2020. The ACLP aims to enable participants to enhance their leadership skills while contributing to ASEAN policy processes and outcomes, to ensure these are better informed, more holistic, cooperative and inclusive and provide clearer benefits for the ASEAN Member States. Vietnam submits its updated NDC reaffirming its commitment to respond to climate change
Concluding a three-year process, Vietnam submitted its revised Nationally Determined Contribution (NDC) to UNFCCC on September 11, 2020. Besides improved transparency and additional sectors covered compared to the (I)NDC, Vietnam now commits to reduce greenhouse gas emissions by 9% (83.9 MtCO2e) until 2030 compared to business-as-usual (BAU). This represents a slight increase by one percentage point compared to the prior 2015 version. The mitigation target could reach 27% (250.8 MtCO2e) with international support, compared to 25% in the (I)NDC. The update and revision of the NDC has been supported by the IKI-funded project “Support to Vietnam for the Implementation of the Paris Agreement” (VN-SIPA).

Energy Efficiency and Renewable Energy Working Groups
Clean, Affordable and Secure Energy for Southeast Asia (CASE)

The Clean, Affordable and Secure Energy for Southeast Asia (CASE) project aims to support Southeast Asian partner countries in the transition to a future energy system that provides reliable and affordable energy to people while increasing political ambition to comply with the Paris Agreement. Through a comprehensive approach, CASE contributes to shifting the narrative of the energy sector in Thailand, Indonesia, the Philippines and Viet Nam towards an evidence-based energy transition. The project is carried out from March 2020 till February 2024 and commissioned by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The project revolves around 5 key action areas: Research and Evidence, Transparency and Mapping, Dialogue (non-energy sector), Technical Assistance (energy sector), and Public information.

Consultation workshop on methodology to identify Viet Nam’s biogas potential

GIZ Energy Support Programme (ESP) and the Electricity and Renewable Energy Authority (EREA)/Viet Nam’s Ministry of Industry and Trade (MOIT) co-organised the first consultation workshop to gather experts’ opinions on biogas potential for proposals of feed-in tariff for on-grid biogas power projects in the country. Attending the event were representatives of EREA, provincial Departments of Industry and Trade, Departments of Agriculture and Rural Development, Viet Nam Biogas Association, Netherlands Development Organisation (SNV) and private companies.

At the workshop, national consultants presented about current situation of Viet Nam’s biogas development while an international consultant shared international experience on the matter and the methodology to assess the country’s biogas theorectial, technical and economic potential. Following the presentations was constructive suggestions by other participants on tackling technical difficulties and strengthening data collection plans.

The workshop is part of GIZ’s “Climate Protection through Sustainable Bioenergy Markets in Viet Nam” project (BEM), commissioned by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). It aims to improve the preconditions for sustainable use of biomass for electricity and heat generation in the country.

Intermediate consultation workshop: Recommendations for promoting demand response programmes’ implementation in Viet Nam

On September 24 in Hanoi, GIZ and the Electricity Regulatory Authority of Vietnam (ERAV) under the Viet Nam Ministry of Industry and Trade (MOIT) co-organised a workshop to gather experts' views, which will be used as a foundation for developing financial incentive mechanisms to strengthen the implementation of demand response programmes for commercial and industrial customers in the country.

At the event, the national consultants reviewed Viet Nam's existing regulatory frameworks for carrying out demand response programmes while the international ones shared international best experiences and offered appropriate recommendations for the implementation.

Following the presentations were many questions, intense discussions and constructive suggestions to the consultant team. All the comments will be incorporated and presented in the consultants’ final report. The project supports the Government of Viet Nam in the implementation of its Smart Grid Roadmap, which aims to promote the modernization and automation of the national power transmission and distribution system.

Under the project, the Smart Grid Viet Nam Knowledge Hub - Viet Nam’s first public platform of the topic - was launched at https://smart-grid.vn/. The website is aimed at sharing Smart Grid concepts and solutions, the progress in developing Smart Grid and official relevant documents in the country. The hub also includes a closed Facebook group at https://www.facebook.com/groups/smartgridvn/ for national and international professionals to discuss and share their experience about Smart Grids solutions, its applications and trends in Viet Nam and worldwide.

Kick-off of the Joint Environmental Monitoring (JEM) of Mekong mainstream dams

Earlier this year MRC launched two pilot projects to test the JEM on two Mekong mainstream dams. The pilots are implemented as part of the MRC-GIZ Cooperation Programme, funded by the BMZ. The JEM is designed to collect key information on the impacts of large infrastructure projects on the basin environment.

The JEM is piloted in Lao PDR at the Xayaburi and Don Sahong Hydropower Projects to identify the strengths and weaknesses of the JEM, before rolling it out throughout the basin.

In September, Germany handed over new monitoring equipment. First data is expected soon.

Nurturing Regional Collaboration for Energy Management
With an objective to promote energy efficiency (EE) at the industries at a regional level Energy Efficiency Working Group (EEWG) of TUEWAS has initiated a joint collaboration among its member countries. The regional project initiated with the TUEWAS Innovation Fund is being implemented in Bangladesh, India, Nepal and Vietnam through GIZ supported (EE) projects/ programmes in the respective countries. Earlier this year, in May 2020, the proposal submitted by EEWG in the TUEWAS Innovation Fund call was judged as the joint best among the seven different proposals made from different working groups by the TUEWAS members. Opportunities and challenges for grid-connected rooftop solar in Viet Nam

On September 9, GIZ and Vietnam Electricity (EVN) organised a virtual workshop on different technical topics of rooftop solar for hundreds of technical staff from the EVN subsidiary entities, including the Northern, Southern, Central, Hanoi and Ho Chi Minh City Power Corporations and EVN colleges across the country.

At the workshop, Mr. Vo Quang Lam - EVN’s Deputy General Director extended his appreciation to GIZ’s close cooperation with the EVN over the past years to support the promotion of rooftop solar in the country and put stress on importance of the sector as an effective and beneficial solution for increasing demands.

Mr. Tobias Cossen affirmed that Viet Nam has great potential for solar energy and remarked on the development of the market and said he was impressed by the country’s rapid development of rooftop solar projects in Viet Nam.

At the first workshop, experts from German Solar Association shared the German success story and technical topics such as grid management & PV, grid integration, digitalization and security, followed by heated discussions. The second workshop will be held later this year, covering quality requirements & standards for installation.

The workshops are preparatory activities for the GIZ Viet Nam’s Commercial and Industrial Rooftop Solar (CIRTS) project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims to improve the preconditions for a sustainable development of the market.

On September 11, 2020, in Ho Chi Minh City, the EU – Viet Nam Energy Facility (EVEF) and the Center for Regional and Urban Studies (CRUS) signed an agreement to implement the project “Strengthening the role of media to promote renewable energy”. The signing ceremony was participated by Mr. Sven Ernedal - Project Director of EVEF, Ms. Le Van Anh - Director of CRUS, and Professor. Dr. Nguyen Van Phuoc, Chairman of the Ho Chi Minh City Union of Science and Technology Associations (USTA – HCM).

The technical assistance for this project with CRUS aims to improve capacities and strengthen technical knowledge of journalists across Viet Nam in innovative reporting techniques in the field of renewable energy and energy efficiency. It is anticipated that the 3 trainings courses on different aspect of energy journalisms will be explored through the duration of the project.

In addition, the project will also connect Vietnamese journalists with international journalists to discuss challenges and opportunities in reporting on renewable energy and energy efficiency through a series of virtual roundtables. The project will be implemented from September 2020 to August 2021.

EU – Viet Nam Energy Facility is a Joint Technical Cooperation Project that is co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the Ministry of Industry and Trade.

Workshop “Training development for solar PV installers and technicians in the field of renewable energy”

On 19 August, 2020, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Vietnam Electricity (EVN) and the Renewables Academy AG (RENAC) held an online kick-off workshop for the programme “Training development for solar PV installers and technicians in the field of renewable energy“. The workshop was participated by RENAC from Berlin, Germany; EVN Power Companies, and Electric Power Colleges.

The goal of the program is to improve the capacity of human resources for the installation, operation and maintenance of rooftop solar systems, ensure the quality of the system and operation in the fast-growing solar market in Viet Nam.

Electric Power Colleges directly under EVN Power Companies and Ninh Thuan Vocational College are the direct beneficiaries of the programme. The main activities during the programme include assessing students’ capacities and needs; developing appropriate training coursebooks; conducting train-the-trainer courses on rooftop solar power and rooftop solar system installation with cutting-edge teaching instruments and methods, as while developing teaching instruments and lesson plans for teachers in order that they can train their students.

The training program is part of the EU – Viet Nam Energy Facility (EVEF), co-funded by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ), and implemented by GIZ.

Sustainable BRT Development in Indonesian Cities

In supporting the Government of Indonesia with the key challenges in urban mobility, the Indonesian Bus Rapid Transit Corridor Development Project (INDOBUS) was formed to provide technical assistance related to the development and implementation of the Bus Rapid Transit (BRT) system that adheres to international standards. Concluding a pre-feasibility study in 2019, INDOBUS has commenced a feasibility study in early 2020 that will provide the required information for the development of a sustainable BRT system in five pilot cities in Indonesia. Transformational Change for Indonesia’s Urban Transport

With the transport sector being the third-largest source of GHG emissions in Indonesia, SUTRI NAMA aims to enable Indonesian cities to contribute on climate change mitigation through sustainable transport policies and infrastructure projects supported by a national urban transport policy and capacity development.

Since its inception, SUTRI NAMA has been supporting the Ministry of Transportation through the establishment of a funding mechanism, development of a technical support unit, establishing a measurement, reporting and verification system, and developing preparatory studies and technical guidance for the Ministry of Transportation’s Buy the Service scheme. International Conference on Energy Efficiency and Conservation Awareness held in Dhaka

“Awareness is key for an energy conscious society” - was the underlying theme of the International Conference on Energy Efficiency and Conservation Awareness (ICEECA 2019) held in Dhaka on 11-12 November 2019. The conference brought together national and international experts, policy makers, practitioners including from GIZ TUEWAS and established a platform with a focus on raising public awareness for energy efficiency and conservation.

The conference was a joint effort from Sustainable and Renewable Energy Development Authority (SREDA), and Renewable Energy and Energy Efficiency Programme’s (REEEP II) towards implementation of the National Energy Efficiency and Conservation Master Plan. REEEP II is implemented by GIZ on behalf of Federal Ministry of Economic Cooperation and Development (BMZ)

Long-term wind resources measured in Viet Nam

GIZ and Viet Nam’s Ministry of Industry and Trade (MOIT) jointly implemented the measurements in 10 sites across the country at the height of 80m, 60m and 40m. To ensure the data’s reliability, most of the tasks were conducted from 2013 till 2018 with high-quality measurement sensors, which endured extreme weather conditions.

The assessment was aimed at validating, enhancing available meteorological surface data’s accuracy and locating potential sites, which help provincial governments conduct their local wind power plans and private investors develop their projects.

Project Sustainable Solid Waste Management and Circular Economy
Policy Brief on EPR for Packaging Waste in Vietnam

Within the framework of the regional project "Rethinking Plastics - Circular economy solutions to marine litter" co-financed by the European Union and the BMZ, Expertise France and GIZ support the Department of Legal Affairs of the Ministry of Natural Resources and Environment (MONRE) in Vietnam in setting up a legal framework for the potential development of an EPR (Extended Producer Responsibility) scheme in the packaging sector. As a framework document for decision-makers, the project has developed a Policy Brief on EPR for Packaging Waste in Vietnam to address the key principles and share international experiences on EPR mechanisms and legal frameworks. It is available for download in English or in Vietnamese.

Final Report: Bandung Pre-Feasibility Study for Implementation of BRT

GIZ GmbH supports the Indonesian Ministry of Transport in the implementation of sustainable transport measures in two related projects:
  • The Sustainable Urban Transport Indonesia NAMA support project (SUTRI NAMA) project contributes to climate change mitigation through sustainable transport policies and infrastructure projects.
  • The Indonesia Bus Rapid Transit Corridor Development Project (INDOBUS), funded by the State Secretariat of Economic Affairs of Switzerland (SECO) to assist selected cities in developing BRT corridors as a backbone for sustainable urban mobility systems.
The first assignment required by GIZ is the preparation of Pre-Feasibility Studies (PFS) in selected cities with the objective of assessing initial scope and costs, identifying governance and financing aspects for implementation as well as social and environmental assessments to determine the merit of conducting full feasibility studies.

GHG of Transport and Reduction Potentials of BRT in Bandung, Pekanbaru and Semarang

This report first presents the methodology to calculate GHG emissions of transport activities in cities, the input data gathered as well as the final results of the current GHG emissions, i.e. in Bandung for 2017 and in Semarang and Pekanbaru for 2019). A GHG inventory for Batam has not yet been calculated, since the desk research turned out to be insufficient and local partners had not provided data so far. Most of the input data were derived via desk research. In a next step, the data validity was discussed and confirmed with the local partners. In addition to the calculations of the pilot cities GHG inventories, this report describes the applied data, methodology and potential GHG emission savings from the implementation of the BRT systems in the pilot cities. In Batam no BRT GHG impact assessment was carried out, since there was no BRT design data available.

Owner Estimate for Urban Bus Services

Developing Guideline of Owner Estimate on Urban Bus Services aims to provide guidance for operators in calculating vehicle operating costs (BOK) in the organization of urban mass public transportation. The method of calculating BOK is based on literature from both the government and the private sector by considering the characteristics of cities in Indonesia. This model also provides information on the amount of initial investment costs and costs during operation and maintenance during the operation of urban mass public transportation. Furthermore, this guideline can also be a reference for the central and local governments in estimating the cost needs of urban public transport operations on a route. This study expects to be a guideline for relevant stakeholders in planning the operational costs of urban mass public transportation, in order to provide full benefits to the public, especially users of transportation services.
