Transformation of the construction sector to promote energy efficiency in buildings in Pakistan – Bauwende

Objective

Initial steps have been taken towards creating a sustainable building sector in Pakistan.

  • Political, legal and/or regulatory documents contain a draft of aspects relating to making the construction sector sustainable.
  • Political and private-sector stakeholders have access to evidence-based data and information relating to the sustainable construction of new buildings.
  • The feasibility of selected measures with dissemination potential to implement a transformation of the construction sector in Pakistan is demonstrated in a pilot scheme.

Description

To enable governmental and private partner institutions to make the construction sector sustainable, their performance will be strengthened by developing capacities, providing better access to data and information and promoting international exchange and pilot measures.

Achievements

  • Identifying existing gaps in the political, legal and/or regulatory framework for a transformation of the construction sector and advice on deriving recommendations for updating relevant political, legal/regulatory documents;
  • Providing NEECA with technical advice on reworking the Building Code of Pakistan to include aspects of green building.
  • Identifying existing gaps in the political, legal and/or regulatory framework for a transformation of the construction sector and advice on deriving recommendations for updating relevant political, legal/regulatory documents;
  • Providing NEECA with technical advice on reworking the Building Code of Pakistan to include aspects of green building.
  • Providing advice on creating life cycle analyses for new buildings and providing support on the institutionalisation of data collection and analysis;
  • Encouraging the exchange of experiences nationally and internationally on the subject of the transformation of the construction sector and linking up institutions;
  • Selecting pilot projects with dissemination potential, high visibility and fast implementation;
  • Analysing the technical and economic feasibility of pilot projects and the positive (and negative) impacts on the climate, environment and society (e.g. vulnerable groups, gender issues).
  • Evaluating and communicating the results of pilot projects (e.g. conferences, workshops, webinars, brochures).
