Background

There is a strong recognition of the importance in aligning the efforts of all national and subnational governance levels (municipal, regions, districts, provinces) in order to achieve an effective implementation of climate actions, especially for mitigation, but also for adaptation measures. National climate policies need to strongly include subnational levels with concrete implementation measures and provide financial and capacity development frameworks. In Asia, there are several ambitious climate initiatives of subnational levels (especially local governments), but yet a systematic vertical integration is a challenging process. Also in some cases, it is necessary to first start mainstreaming climate change issues into the existing plans and processes. Some of the available good practices and examples on climate policy design and implementation from Bangladesh and Thailand will be presented and discussed, focusing on the overall approaches, lessons learnt, challenges and opportunities.
