We are very pleased to present to you the fifth edition of TUEWAS newsletter, the last one of year 2021. In this edition, we once again received an amazing amount of fascinating contributions from our member projects and more.

The past months have been an exciting period for all of us, from welcoming Raghu Babu Nukala as the new TUEWAS spokesperson, to our Joint Sector Networks Virtual Event with several interesting side events and amazing participation, the COP26 conference, and the unfolding of German election results. We are glad to be discussing some of these in this newsletter.

In this issue, we are delighted to share interesting updates from our member projects and our sector network. We are inspired to see so much work being done in the sector network despite all the changes and uncertain times.

We, the secretariat team would like to express our highest appreciation for your effort in preparing and organising interesting and inspiring sessions during our Joint Sector Network Virtual Conference during 25 – 29 October 2021.

Introducing our new TUEWAS Spokesperson: Raghu Babu Nukala

The secretariat team are happy to announce our new Spokesperson, Raghu Babu Nukala. Raghu is currently AV/DV in GIZ India for 5 BMU/BMZ commissioned projects related to urban and industrial development. He has over 16 years of work experience at GIZ, besides additional 17 years’ experience at India’s national environmental regulatory agency. He had been an active member of the Sustainable Industrial Areas (SIA) Working Group of TUEWAS Sector Network since 2009 and had been elected as Speaker of the Working Group for 4 terms. Raghu looks forward to working with TUEWAS as a spokesperson and is happy to know more on how he could support the network better.

Introducing new Sustainable Industrial Areas Working Group Speaker: Hu Qiying

It is our pleasure to announce that our new speaker of Sustainable Industrial Areas Working Group, Hu Qiying from China is starting her position. Qiying has engineering background and got her Master of Science degree from Flensburg University, Germany, where she majored in Renewable Energy and Project Management. She has been working for GIZ for about 17 years in different projects and positions. She is now project director of Sino-German project “Supporting Low Carbon Development of Jiangsu Province Phase III”.

On 19-20 Oct 2021, the Annual CAF Conference took place, being one of the main hemispheric meetings that allows debating and analyzing the major political, economic and social trends in Latin America and the Caribbean.

Accelerating Parking Reform in the US: Parking in the Space Between Buildings – ITDP

In collaboration with the Summit Foundation, ITDP released the Ideas for Accelerating Parking Reform in the United States, a publication which looks at parking through a campaign filter. This webinar explored the intersecting opportunities and threats, strategy and tactics, decision points and trade-offs in updating parking policies.

Bridging ‘Urban Services Divide’ can create more equal, sustainable cities – WRI
A new report from WRI finds that 1 in 3 city dwellers globally and 2 in 3 city dwellers in low-income countries are “under-served” – lacking access to one or more core urban services like affordable running water and sanitation, consistent electricity, decent housing, reliable transport to work and school, safe cooking fuel and more. In some cities, the number of people under-served grows to an astonishing 90% of residents. Find more information here.

Global City Insights into Electric Bus Planning from the Transformative Urban Mobility Initiative (TUMI) – Webinar by WRI
The TUMI E-bus project is made up of an international coalition working to assist 20 global cities in creating world-leading electric bus fleets and scaling e-bus adoption to hundreds more through city-to-city mentorship. In this webinar event, TUMI city leaders shared their experiences using data-driven tools and planning methods to accelerate their transition to an electric transit fleet: watch here. Launching of TUMI Transport Outlook 1.5˚C – A global scenario to decarbonise transport

The Transport sector is still responsible for almost a third of GHG emissions – and future trends are not looking any less troubling! Thus, climate action in transport is urgently needed. However, a clear-cut transformation path, is missing. To close this gap TUMI and the University of Technology Sydney developed a robust scenario study: the TUMI Transport Outlook 1.5˚C.

Lviv wins first prize in "Better City" - Contest 202 in the category "Mobility"

The Center for Environmental Initiatives Ecoaction, a Non Profit civil society organization, brings together experts and activists for joint action to protect the environment. Ecoaction has launched the "Better City" - Contest 2021, in which Ukrainian cities can apply to compete against each other in the categories "Air" and "Mobility". TUMIVolt Pilot City Lviv, together with the City of Chernihiv, won the first prize within the group 250,000+ inhabitants, in the category "Mobility".

Mobilize Jakarta 2021 – ITDP
ITDP hosted the event “MOBILIZE Jakarta Virtual Summit.” The webinar series explores city’s resilience in the face of the COVID19 pandemic and other challenges: how did Jakarta go from vision to implementation; expanding multimodal travel and increasing ridership on all public transit. New Sourcebook "SUTP Module 5f – Adapting Urban Transport to Climate Change: A Sourcebook for Policy-makers in Developing Cities"

The Sourcebook module developed jointly with the Islamic Development Bank is a key resource for policy-makers in developing countries to help their cities and transport systems cope with the increasing climate disasters caused by climate change and thereby prevent severe disruptions in the transport network. It provides policy tools suitable for use in a range of developing cities in the form of step-by-step guides as well as best practices for planning and regulation. This year’s Urban October focused on climate action along with the UN-Habitat's "ClimateAction4Cities" campaign. The campaign ran under the hashtag #UrbanOctober. This was the TUMI daily #UrbanOctober quiz: thread.

October 2 - 3: Under TUMI Challenge: 'Reimagining Fort Kochi Project' + SMART SUT and GIZ India transformed the city of Kochi under the National level Event 'Azadi ka Amrit Mahotsav'. October 4: E-Learning Course: “Transforming Urban Mobility” kicked-off again in English and the first time in Spanish, too. October 4: Based on online teaching methodologies, collaborative and practical learning, and the development of urban projects, the TUMI-WomenMobilizeWomen / Mujeres en Movimiento Global Urban Leaders program kicked off. The first networking event was held on October 12 : https://mujeresenmovimiento.net/.

October 4: World Habitat Day is celebrated annually on the first Monday of October to reflect the condition of our habitats and the right of everyone to adequate housing. Under this campaign, ITDP CEO joined a panel hosted by UNHABITAT -called “Urban Climate Action through Low-Carbon Planning and Mobility." The panel can be accessed again in here.

October 5: Launch of Sourcebook “Adapting Urban Transport to Climate Change” is launched with support of IsDB Group, SUTP and TUMI during 6th International Climate Change Adaptation Conference! The sourcebook can be accessed in here.

October 13: We celebrated TUMI 5 Year Anniversary with the motivation to fight for a green and inclusive mobility future and with support of international guests and live discussions. All posts about the event and can be accessed on social media #TUMI5YearAnniversary.
October 20 - 21: #CIVITAS2021 Forum took a place this year on the context of discovering smart routes towards climate-neutral cities as a live event in Aachen. While incorporating intriguing new program features, the event maintained its reputation of presenting participatory workshops, engaging discussions, and informative site visits. October 28: Impulses for Green Recovery and the Transition of Transport Ingrid-Gabriela Hoven, Member of the Management Board of GIZ and Prof. Dr. Dirk Messner, President of the German Federal Environment Agency (UBA) discussed the Transition of Transport for Germany and international cooperation. The Cycling Cities Campaign
On World Habitat Day - 4 October 2021, Nairobi, UN-Habitat and ITDP joined the Cycling Cities Campaign.A global campaign that aims to make cycling a safe, economical, and pollution-free mode of transportation in cities. The campaign encourages cities to build and install infrastructure, implement laws, and allocate resources in accordance with regional investment plans and projects, with the goal of having 25 million additional people living near safe bike lanes in 250 cities by 2025. Women Mobilize Women goes electric – Support the #ElectricWomen Campaign

Women play a critical role in shaping the zero-emissions mobility transformation. Electrification of transport needs to gain momentum globally in the coming years to decarbonize transport in alignment with the 1.5-degree target. Energy-efficient building for a greener future - First EDGE certificate for green building in Mongolia

The first officially certified green building in Mongolia
 
The increasing progress of climate change as well as global warming pose an unprecedented challenge to humanity. In order to counter climate change, Mongolia has also joined the Paris Climate Agreement and in the process has set its Nationally Determined Contributions (NDCs) and committed to reduce its greenhouse gas emissions.
As the largest energy consumer, the construction and housing sectors play a critical role in reducing greenhouse gases in Mongolia. BMZ, Swiss Development Cooperation (SDC) and the Ulaanbaatar Municipality are jointly pursuing the goal of making buildings as environmentally friendly and green as possible for a greener future through the "Energy Efficient Building Rehabilitation in Mongolia" project. Mainstreaming ASEAN Guideline to Enhance Agroforestry Development in the Region

Across Southeast Asia, farmers and farming communities have for generations practised diverse forms of agroforestry to support livelihoods and essential ecosystem services. Agroforestry entails the complementary integration of agricultural and forestry components on a range of scales: in fields, on farms and across landscapes. Recognising the importance of agroforestry to environmental and human well-being, the 40th Meeting of ASEAN Ministers on
Agriculture and Forestry endorsed the ASEAN Guidelines for Agroforestry Development in October 2018. However, despite this high-level endorsement, the Guidelines have yet to be fully integrated into ASEAN Member States’ decision-making. Read More

The training program designed for engineers aims to provide technical assessment and opportunities of Viet Nam’s bioenergy market.
 
In cooperation with the Viet Nam Ministry of Industry and Trade (MOIT)’s Electricity and Renewable Energy Authority (EREA), the GIZ Bioenergy Project facilitated two separate series of training courses on bioenergy for engineers and financial workers in September and October 2021.

GIZ promotes rice as new green energy in Viet Nam

To promote the sustainable use of rice husks as an energy resource, GIZ signed an agreement with Sanofi Viet Nam on 23 September 2021 to advise on the ‘Rice is the New Green’ (RING) initiative for conversion of industrial boilers to run on biomass at the multinational healthcare company’s local factories, thus reducing climate impacts and air pollution in Viet Nam. Viet Nam should consider adopting major solutions for planning and operational grid management if the country wants to optimise the operation of renewable energy sources and make the best use of the clean source in its power system.” The proposals took centre stage in the virtual workshop ‘Grid management solutions to the optimal operation of renewable energy sources in power system’ which took place on 26 August 2021. GIZ recommended that the very first testing of VPP should be shortly organised in Viet Nam.
 
The very first testing of Virtual Power Plant (VPP) should be shortly organised with appropriate scale and amount of time in Viet Nam, so power system and market operators, as well as the Electricity Regulatory Authority of Vietnam (ERAV) have a basis for considering and issuing legal and technical regulations. The VPP can be then put into operation to support the integration of renewable energy resources into the country’s power grid. Read More

Virtual trade fair on bioenergy business opportunities in Viet Nam

The virtual trade fair includes interactive activities to foster the engagements between companies and potential partners.
 
In cooperation with the Viet Nam Ministry of Industry and Trade (MOIT)’s Electricity and Renewable Energy Authority (EREA) and the Renewables Academy AG (RENAC), the GIZ Bioenergy project organised a virtual trade fair on 22 October 2021 to facilitate exchange on business opportunities in the country’s bioenergy market. The event aimed to promote technology solutions via virtual booths, which were available one week before the event for registered participants to visit, study and connect. The online
fair also offered participating companies opportunities to pitch their business and technology ideas or find appropriate partners for their consultation needs. The activity was a follow-up of two other events held in May and July, which focused on the global advanced bioenergy technology and potential applications in Viet Nam.

The virtual fair falls within the ‘Climate Protection through Sustainable Bioenergy Markets in Vietnam’ (BEM) project, which is implemented by GIZ and the EREA/MOIT. The project is commissioned by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) as part of the International Climate Initiative (IKI).

Successful Turboclic: Connective Cities virtual dialogue event - Unturning the stones - Finding Climate Finance for Cities

Municipal practitioners from 9 cities; Experts from India, Bangladesh, Nepal, Indonesia, Philippines (5+ GIZ bilateral projects) together with collaborators Cities Finance Facility, FELICITY, Gap Fund, Cities Development Initiative Asia, Sector Project Cities, The Cities Climate Finance Leadership Alliance (CCFLA) intensively discussed and shared experiences in this three-day dialogue event. Highlights of the event were the joint discussion of the project preparation facilities with important recommendations for cities in accessing international financing as well as the world cafe exchange on stakeholder involvement, data challenges and +preparing good bankable projects. Knowledge products related to the event will be shared soon.

Thriving Turboclic & SNGA event at Future Forum: Doughnut and the city

From Moldova to Egypt, Guatemala to Palestinian Territories, Rwanda to Turkey, and Ukraine to Uganda, together with colleagues from Germany, a group of around 35 colleagues joined Turboclic at the side event Doughnut and the City within the Future Forum. Beta Launch of Freight GreenhouseGas (GHG) Calculator

The Climate Friendly Freight Transport in India (Green Freight) project of GIZ India is supporting Logistics Division, Ministry of Commerce and Industry, Government of India with implementing strategies to reduce Greenhouse Gas (GHG) emissions from freight transport in India. On 28th July 2021, Logistics Division, Ministry of Commerce and Industry launched the beta version of the
‘Freight GHG Emissions and Cost Calculator’ under its digital initiatives umbrella to improve logistics efficiency, reduce costs and promote multi-modal transport mix. The GHG Calculator is an efficient, user-friendly tool and provides for calculating and comparing GHG emissions across different modes. It allows for commodity-wise comparison of GHG emissions and total cost of transportation, including their environmental cost, between movement by road and rail. The tool is intended to help companies and individuals easily compare the trade-offs involved with freight movement by different transport modes for pre-selected origin and destination points or manually entered distances.

Financing the Intermodal Freight Transport in Java, Indonesia

A multi-stakeholder discussion on the financial design of intermodal freight transport in Java action plan was held at the end of September 2021. It was led by the Director of Railways Traffic and Transport, and jointly organize with GIZ. The financial design result was presented by PricewaterhouseCoopers (PwC) on behalf of Ministry of Transportation and GIZ. The event has attracted more than 90 high-level participants from various stakeholders, including from government, state-owned enterprise, business, associations, development banks, think tank and academicians. International Best Practices in Mobility-as-a-service (MAAS) at the ITS World Congress
This article is a summary of the session Mobility-as-a-Service (MaaS): International best practices on low carbon transport and mobility integration, organised as part of the ITS World Congress in Hamburg by the Sino-German Cooperation on Low Carbon Transport (CLCT). The session brought together MaaS operators and experts from Europe, India, and China to present on MaaS development in different regional contexts.

The speakers included Sampo Hietanen of MaaS Global and its MaaS platform Whim, Michael Bartnik and Johanna Hofmann of the MaaS platform Jelbi under the Berlin Transport Authorities, Tim-Sören Hohmann of the GIZ India project SMART-SUT, and Gregor Bauer of CLCT. The session was moderated by Julia Nagel of CLCT.

Launch of PM GatiShakti National Master Plan (NMP)

On 13th October 2021 the Hon’ble Prime Minister of India Shri Narendra Modi launched PM GatiShakti National Master Plan (NMP) for multi-modal connectivity which was followed by the PM Gati Shakti National Conference.

The NMP is intended to break Departmental Silos and bring in more holistic and integrated planning and execution of
projects with a view to address the issues of multimodal connectivity and last mile connectivity in India. This will help in bringing down logistics costs and will translate into enormous economic gains to consumers, farmers, youth as well as those engaged in businesses. The national conference provided an overview of how the vision of GatiShakti will be executed and focussed on the institutional framework which will be adopted and discussed the operational aspects of the NMP portal.

The Climate Friendly Freight Transport in India (Green Freight) project of GIZ India was instrumental in providing technical inputs and organisational support to Logistics Division for organising the launch of the PM GatiShakti NMP launch and the follow-up National Conference. This National Conference hosted by Logistics Division, Ministry of Commerce and Industry (GF Project partner) invited representatives of multilateral institutions (GIZ, ADB and World Bank), industry experts, National and state government bureaucrats to strategize GatiShakti National Master plan implementation.

National Level “Consultative Meeting on Freight Smart Cities”

With growing urbanisation, requirements of rapid economic growth including e-commerce and associated first and last mile freight movements; increasing congestion, noise and sound pollution in the Indian cities is a menace affecting both public health and local economies. An integrated and
efficient city logistics ecosystem enables lower costs in the city, widens market access to its entrepreneurs, improves employment opportunities and ensures better city life for its citizens. It also enables development of efficient supply chains in the country.

In recognition of this, the “Climate Friendly Freight Transport in India (Green Freight) Project of GIZ India supported the Logistics Division, Ministry of Commerce and Industry (MoCI) to work in a planned manner to improve the urban freight efficiency. A national level consultative meeting on Freight Smart Cities was held on 2nd July 2021 under the chairmanship of the then Hon’ble Minister of State Shri Hardeep Singh Puri to discuss the importance of logistics in cities and the development of Freight Smart Cities to enhance freight movement while reducing congestion, improve living conditions and minimising environmental impact. MoCI also released a handbook on “Enhancing Urban Freight Systems” which compiles 14 measures on performance improvement, knowledge resource and guide for city practitioners and website on Freight Smart Cities was launched which provides information on concepts, activities, guidelines, events, reference documents etc.

The meeting was attended by more than 300+ participants representing 24 states, 6 union territories and 50+ cities.

Food delivery and takeaway are on the rise – accompanied by growing amounts of single-use plastic waste. COVID-19 related restrictions for restaurants and cafés have further contributed to this trend. How to switch to reusable packaging to prevent waste and environmental pollution? A new guide gives ideas for businesses and recommendations for policymakers, based on examples from Asia and Europe. It was prepared by GIZ with support from the TUEWAS
Innovation Fund and is now available. In addition, pilot activities to reduce plastic waste are currently on-going in China, Indonesia, Malaysia, Philippines and Thailand. Read More

It builds upon insights from the ASEAN Climate Leadership Programme (ACLP) as a contribution to the work of the ASEAN Climate Resilience Network (ASEAN-CRN). It outlines the ACLP’s underlying theory, discusses experiences from the programme and provides inspiration as to how systemic leadership for climate-smart land use can be further promoted in the context of ASEAN.
