Welcome to the third edition of our quarterly newsletter, where you will find all the latest news and updates from our working groups and member projects. This issue features stories on smart grid project updates, urban mobility contents, energy efficiency plans and initiatives, documents on smart land use, climate resilience and many more! You will also find a helpful library of links and references to help you navigate the wealth of online resources.

As noted in our previous newsletter, the COVID-19 pandemic continues to severely impact many of our member countries and, as such, an in-person Sector Network conference is still unfortunately not possible for the foreseeable future. Nevertheless, in the coming months we will be sending you more information about a virtual conference which is being planned for the end of 2021. In anticipation of this, we encourage all of our members to already begin thinking about possible contributions which you would like to see featured as part of the program.

Introducing new Co-Speaker for Green Education Working Group: Snigdha Kar

My name is Snigdha Kar and I am from India. I took up informal education as a career in 2004, soon after completing my studies. I initially started working in informal science communication for children of age group 5 to 15 years and later started working for environmental education with various non-governmental organisation working in environmental education and education for sustainable development. As part of YOUNGO, the official youth constituency of United Nations Framework Convention on Climate Change, I have contributed in advocacy of Article 6
of the convention that deals with Education, Public awareness, and Participation. I am currently working as Communication Advisor for Sustainable Urban and Industrial Development cluster of GIZ India.

I dedicate myself in protecting the environment through raising awareness, capacity building and advocating for good policies and guidelines that in turn contributes to protecting the nature. I fondly call “communications” as “art of words”, for I believe in the power of words to induce change personally and globally. The capacity of words to make someone happy or sad has impressed me so much. To me, words are like maths wherein one has to master and know a workable formula to deliver the right message. I am working towards this direction and would like to contribute my bit for the same. Academically, I am a graduate from Zoology and did my masters in Geo-information Science. I am keen bird watcher and wildlife photographer.

It is my vision for all people to appreciate the importance of every life once again on earth and their interdependence with environment and work towards protecting the same, be it children, youth or adults. Joint Conference Announcement
The physical joint conference between Sector Network TUEWAS and SNRD Asia and the Pacific has been postponed to late 2022 due to the continuing pandemic. The Build Forward Better Briefings have compiled the latest “green stimulus” news, measures and propositions by governments, multilateral organizations, academia, civil society and other actors at national and international level. They have shared insights on options and responses for a sustainable, inclusive and resilient recovery from the COVID-19 pandemic. In the issues #07 and #08, a more analytical approach is taken. Following a year of intense international and national debates on how to shape the socioeconomic response to the pandemic, a reality check is being conducted. After taking a close look at selected Green Recovery trackers, this issue highlights snapshots that may further inspire the readers to pave the way from Green Recovery ambitions to actions.

Energy Efficiency Working Group
Bioenergy Research Conducted for Viet Nam’s New Master Plan on Power Development

The March 9 workshop was held to gather expert opinions, as part of GIZ’s study on bioenergy for Viet Nam’s forthcoming Power Development Plan.
 
GIZ Energy Support Programme (ESP) and the Electricity and Renewable Energy Authority (EREA) under Viet Nam’s Ministry of Industry and Trade (MOIT) are jointly conducting a study on bioenergy for the country’s forthcoming Power Development Plan (PDP) VIII, one of the most important infrastructure plans for the nation’s power sector. The study’s initial results were presented at a consultation workshop on 9 March 2021 in Hanoi to gather expert opinions about key issues, including the evaluation of the country’s current
status and potential of bioenergy power and scenarios for developing the energy in the PDP VIII as well as the resource capacity, project opportunities and estimated investment costs of bioenergy in the Mekong Delta region, one of the country’s highest-potential areas. ‘The bioenergy analysis under discussion today aims to contribute to potential changes in the general energy project development structure in Viet Nam and specifically for the bioenergy power development in the period 2021 to 2030,’ said Mr. Nathan Moore, Director of the Climate Protection through Sustainable Bioenergy Markets in Viet Nam (BEM) project.

Business models for sugar mills’ biomass plants: Discussion at workshop

The workshop included a field trip to a biomass plant of a local sugar mill in Phu Yen.
 
GIZ Energy Support Programme (ESP) and the Electricity and Renewable Energy Authority (EREA) under Viet Nam’s Ministry of Industry and Trade (MOIT) co-organized the workshop “Analysis of alternatives business models for sugar mills to run their biomass plants” on April 13 in the central province of Phu Yen. Viet Nam has 10 bagasse-fired co-generation heat power (CHP) plants. The feed-in tariff (FIT) for such projects, which generate both heat and electricity, is 7.03 US cents/kWh, according to the
Government’s Decision No. 08/2021/QD-TTg. The FIT is 8.47 US cents/kWh for non-CHP projects. Previously, sugar plants mainly operated during sugarcane seasons and used bagasse as input materials for their heat and electricity production. However, some of them have recently continued their operation during the off-season for their sustainable business. As bagasse is not available at that time, they need to buy other biomass sources as inputs for generating electricity instead. The workshop, therefore, aimed to find proper solutions for such CHP plants. The participants discussed current situations of biomass power projects in Viet Nam and put forward the incentives to operate the plants throughout the year, so investors are more interested in the sector.

Consultation Workshop on Congestion Management Solutions to support the optimal mobilization of renewable energy in power system

The workshop was held to find out measures to improve the congestion management in Viet Nam
 
GIZ Energy Support Programme (ESP) and the Electricity Regulatory Authority of Vietnam (ERAV) co-organized an intermediate consultation workshop on ‘Congestion management solutions to support the optimal mobilization of renewable energy sources in power system’ on 20th April in Hanoi. At the workshop, participants were updated with analysis of the country’s current electricity system and its current congestion management measures. Overview of
international best practices were presented so local experts can learn from the lessons when dealing with relevant issues. Read More

Energy efficiency capacity building through “Small Energy Efficiency Group”

SEEG training workshop on 30-31 March 2021
 
On 30-31 March, the first training workshop for 12 Vietnamese enterprises in the South, participating in Small Energy Efficiency Group (SEEG) program was organized by GIZ Energy Support Programme (ESP) and Ministry of Industry and Trade (MOIT). The workshop has provided knowledge on how to identify energy efficiency measures, focused on cross sector technologies like motor & pump, heating & cooling, compressed air, lighting system, etc.
Interesting discussions on technical challenges and solutions to improve energy performance at each participating company were also facilitated during the workshop. Read More

Hydrogen and Power-to-X in Viet Nam

Meeting between ESP and PVN
 
On 20 April, 2021 in Hanoi, the GIZ Energy Support Programme (ESP) has been received by the representatives led by Dr. Le Xuan Huyen – Vice President of the Vietnam Oil and Gas Group (Petrovietnam or PVN). During the meeting, the host leader expressed PVN’s target in making the PVN projects cleaner with low CO2 emission and thus promoting the development of renewable hydrogen besides its conventional business sector. In the downstream sector
of PVN, at the moment, for sustainable development and making full use of available infrastructure, renewable hydrogen has been introduced to refineries and petrochemical plants on the basis of their advantages and conditions. To name a few examples: Dung Quat Refinery, Nghi Son Refinery and Petrochemical Complex, and Phu My Fertilizer Plant, renewable hydrogen can be obtained by water electrolysis using wind and/or solar energy; In the Ca Mau Fertilizer Plant, biomass can be considered as the potential feedstock for hydrogen production using gasification technology.

On April 2nd 2021, the website of Vietnam Energy Efficiency Community (Veecom.vn) was officially launched. This is the result of the cooperation between the Renewable Energy and Energy Efficiency Project (4E) – GIZ Energy Support Programme (ESP); and the Department of Energy Efficiency and Sustainable Development (DEESD) – Viet Nam’s Ministry of Industry and Trade (MOIT). VEECOM website is hoped to be a comprehensive and reliable information channel on energy efficiency as well as to connect staff, experts, and personnel in the field. Around 500 experts are expected to join the website by the end of 2021. Read More

Sustainable Industrial Areas Working Group
Kick-off Virtual Academy on Sustainable Industrial Areas

On April 13th, the Virtual Academy on Sustainable Industrial Areas (SIA) was launched. The training course on SIA management is implemented by the Provadis University of Applied Science in Frankfurt (Germany) and has been developed in cooperation with the SIA Working Group. The 18-week course deals with the challenges, opportunities and gives practical guidelines to create a successful Eco-Industrial Park (EIP). Successful graduates of the course will be awarded a certificate as a Sustainable Industrial Park
Manager. SIA and EIP can be used as synonyms for managed industrial areas that promote cross-industry and community collaboration exploiting synergies for common benefits related to economic, social and environmental performance. Read More

SMART-SUT: Integrated Vendor Centric Planning in Coimbatore

The Sustainable Urban Transport Systems in Smart Cities (SMART-SUT) and the Sustainable Urban Development – Smart Cities (SUD-SC) projects are both working with the Ministry of Housing and Urban Affairs (MoHUA) and local partners on multiple project interventions in the city of Coimbatore in the Indian state of Tamil Nadu. SMART-SUT focuses on interventions related to sustainable urban transport, such as non-motorized transport and public transportation, while SUD-SC project is aimed at setting the
pretext for integrated urban development. Now the projects join hands to improve vendor centric planning in Coimbatore in an integrated way. Read More

SMART-SUT: National Capacity Building and Training Initiatives in Urban Transport (India)

The Executive Program in Sustainable Transport was inaugurated jointly by Mr. Jaideep – Officer in Special Duty (Urban Transport) & Ex. Offico - Joint Secretary, Ministry of Housing and Urban Affairs (MoHUA) and Dr. Julie Reviere – GIZ (India) Country Director on February 22nd. The six-day Active Learning workshop was organised from 22nd Feb till 5th Mar 2021. 28 government officials participated in the
workshop conducted by the SMART-SUT project which was supported by CEPT Research and Development Foundation (CRDF), the Institute of Urban Transport (IUT) and the global Transformative Urban Mobility Initiative (TUMI). Read More

ASEAN Guidance for Climate-Smart Land Use Practices – a Review

The study provides an understanding of how selected guidelines produced by sectoral bodies of the Association of Southeast Asian Nations (ASEAN) relevant to land use and climate change are being used as policy tools. These guidelines cover a range of topics such as climate-smart agriculture, crop insurance, responsible investment, public-private partnerships, and gender mainstreaming in food, agriculture, and forestry. The work aims to raise awareness for these policy tools and to provide insights and recommendations that can help to develop and promote other guidelines. Read More

Compilation and analysis of digital solutions for climate-resilient and low-carbon urban development

Technological transformation is rapidly changing our cities. To ensure that they are changing them for better, sustainability, digitalisation, and urban development must go hand in hand. As part of the activities of the working group a study was conducted with the aim to compile and analyse selected digital solutions that focus on building resilience to climate change in cities and fostering low-carbon urban development in Asian cities. The tools studied also should have contributed to the achievement of the 2030 Agenda and their implemented undertaken in line with the Digital Principles. This publication presents an assessment tool for digital solutions which helps to find the necessary connections. 4 projects were analysed and a compilation of digital interventions in the urban climate change field documented across different projects in the region for easy reference.
